Bowes QN 25/26 Trial - Update
We are pleased to share an important update for residents and businesses within the Bowes Primary Area Quieter Neighbourhood (QN). Enfield Council is trialling residents permits over the next 12 months to allow residents who live within the QN to drive motor vehicles through the Warwick Road and Maidstone Road Automatic Number Plate Recognition (ANPR) cameras modal filters. This is in addition to the existing Blue Badge holder permits that have been in place since the QN became operational in 2023.
How will the permit trial work?
Residents living within the specified, yellow-shaped zone shown on the map below are eligible to apply for a ‘BOWES Resident’ virtual permit.
Key details of the trial
- The trial will be launched with one permit per eligible household / business (the total number of permits per household will remain under review throughout the trial).
- You must apply for the virtual permit in order to receive it, and therefore to exempt the nominated vehicle from the camera enforced modal filter.
- The ‘BOWES Resident’ virtual permit is free of charge.
- These are virtual permits; therefore, you will not receive a physical permit or be required to display any permit in the exempted vehicle.
The Bowes Primary QN permit trial will commence from Monday 15 September 2025 for 12 months. Assessment of the trial will be ongoing throughout this period to determine whether the change should be made permanent.
Where will the ‘BOWES Resident’ virtual permit apply
‘BOWES Resident’ virtual permit holders will be able to pass through the following camera enforced modal filters within the Bowes Primary QN without receiving a Penalty Charge Notice (PCN):
- Maidstone Road at its junction with Warwick Road, and
- Warwick Road, near its junction with Maidstone Road.
Existing signage already in place (for the exemption for BOW permit holders) will also continue to be used for the trial.
How to apply for a ‘BOWES Resident’ virtual permit

- Click “Apply for or renew a parking permit” (you will first need to create a resident account (if you do not already have an account).
- Apply for a new permit.
- Click “Resident Permit”.
- Select “BOWES Resident”. (Note: Please select the start date as Monday 15th Sep)
- Follow the remaining steps on screen and upload your supporting documentation. You will need to upload a photo or an electronic copy of proof of residency (dated within the last 3 months) and proof of vehicle (such as a log book). Both the residency and vehicle proof must be in the same name and address as the application, and be for the address located within the zone.
Once your application has been received it will be reviewed and you will receive an email to confirm the outcome of your application. Please note that the registered owner of any vehicle that passes though camera enforced modal filters in the Bowes Primary QN without a ‘BOWES Resident’ virtual permit will receive a Penalty Charge Notice (PCN).
