Project update - 11 July 2025
We are continuing to progress plans for the upcoming Bowes Quieter Neighbourhood 25/26 trial. This trial will provide residents within the specified, yellow-shaded zone (shown on the project map below) the ability to apply for permits providing exemptions from the camera-enforced filters on Maidstone Road and Warwick Road.
To support a robust and transparent assessment of the scheme, we have now published our Monitoring Plan. This outlines how we will evaluate the impact of the trial using traffic data collected before and during the trial period. The plan includes the use of Automatic Traffic Counts (ATCs) and Junction Turning Counts (JTCs), and sets out the desirable traffic levels for residential streets to support walking, cycling, and improved local environments.

Regarding traffic data collected to date, ATC surveys have been carried out on the following roads:
- Ollerton Road
- Highworth Road
- Warwick Road (north of the filter)
- Natal Road
These surveys were conducted between 12th and 18th June, and the data has been uploaded to the Document Library section of this project page for public review. Further traffic data collection is scheduled between 15th and 21st July 2025 to provide an additional set of baseline figures prior to implementation. Regarding timelines, we are currently anticipating the trial can go live at the end of August 2025 subject to final arrangements and decisions, and will run for a period of approximately 12 months.
Permit applications will open in advance of the trial launch, with more information to be shared on this page along with a letter which will be sent to all properties within the relevant area.
