What is being proposed?

Enfield Council is proposing a scheme to introduce car parking charges at the Forty Hall and Estate car park. This will help to improve traffic management, enhance environmental sustainability, reduce anti-social behaviour and improve visitor experience. The income from parking fees may support the Council budgets, infrastructure requirements, heritage preservation and enhancing the overall visitor experience.

We are currently investigating these changes and hope to implement them in Autumn 2025.


Why is this needed?

Forty Hall, a historic and cultural landmark in Enfield, currently offers free parking to visitors. This arrangement has led to several challenges, including escalating maintenance costs, inefficient use of parking spaces, and environmental impacts from high vehicle dependency. In some instances, the unrestricted parking has also contributed to anti-social behaviour, which undermines the sense of safety and enjoyment for all visitors. The key objectives of this initiative are:

  • Traffic Management: Encourage more efficient use of parking spaces and reduce congestion during peak times.
  • Environmental Sustainability: Discourage excessive car use to support the reduction of vehicle emissions and promote greener travel options, such as active travel, public transport, and carpooling, in alignment with Enfield Council’s climate goals.
  • Visitor Experience: Ensure parking availability for genuine visitors, reduce the opportunity for anti-social behaviour, and reinvest in estate improvements to enhance overall satisfaction.

    Following the Statutory Consultation TG52/1589A, the Council has decided not to proceed with the proposals for the car parking charges or the CPZ. A summary report of the findings can be found in the Document Library to the right or by clicking here. The Leader of the Council, Cllr Ergin Erbil, has made a statement below:

    "Thank you to everyone who shared their views on the suggested parking charges at Forty Hall and the proposed Controlled Parking Zone (CPZ) in Forty Hill.

    The original aim of these proposals was to help keep the Forty Hall Estate financially strong and sustainable for the future. As Enfield Council, we have faced budget cuts by previous governments for more than 14 years. We have had to look at all options to generate income for the council so we can continue to provide good services.

    However, we are a listening council. We’ve listened carefully to residents, community groups, local schools and visitors, and we understand the concerns raised about cost, accessibility, public transport links, the local school's concerns, and the impact on the area.

    We will, therefore, keep the Forty Hall car park free and we will put the CPZ proposal on hold.

    We will continue to explore different approaches and have ongoing discussions with the community.

    We will look at finding a fair way to manage parking, generate an income to support the park and estate and protect our green spaces. Having listened to our residents as part of this consultation, we know we need to look at other options that work better for everyone.

    We are looking at new ways to generate income beyond parking. This includes expanding the use of the venue hall for weddings, private events and community functions, as well as improving our residents’ overall experiences with on-site partners. In addition to Biodiversity Net Gain policies that we have introduced, will help us raise money to maintain and protect Forty Hall for the long term.

We invite any interested stakeholders to take part in the statutory consultation. Please make your representation or objection in writing stating the grounds on which it is being made and quoting the reference TG52/1589B no later than 11.59pm on Sunday 20 July 2025.     Following the statutory consultation, a summary of objections and representations will be produced. Enfield Council will provide a response and use the comments received to make a decision on whether or not to implement the change.
