Consultation on initial issues and options for the Traveller Local Plan (TLP) was undertaken in late 2023. The Council has considered the consultation responses received, and prepared this Draft TLP, which proposes site allocations and draft policies to meet the identified needs of the Traveller communities in the Borough.

The TLP aims to allocate specific sites and provide a strategic framework through planning policies for the development and management of these sites. The TLP will cover the period up until 2041.

All communities are now invited to submit comments on the content of this Draft Plan, and it’s supporting documents. More information, including the planned consultation events across the Borough, and where hard copies can be viewed, can be found on the Council’s website at:

  • Traveller Local Plan questionnaire

    Policy TLP_1 sets out the following site allocations for Traveller use:

    • TLP-01 (Bulls Cross Nursery)
    • TLP-03 (Land Adjacent to the Ridgeway)
    • TLP-09 (Land at A10)

    Policy TLP_1 also allocates a pitch requirement to the following broad locations identified in the emerging Enfield Local Plan:

    • TLP_10 (Chase Park) 
    • TLP_11 (Crews Hill) 

    The pitch requirement for these broad locations are to be planned for through a masterplanning process, but the delivery of the pitches will only be required if the pitch requirement identified in the Traveller Local Plan has not been met through other means.
