Bowes Primary Area Quieter Neighbourhood

The Bowes Primary Quieter Neighbourhood permit trial commenced in September 2025. Residents within the permit area are able to access up to two permits per household or business to pass through the camera-operated modal filters at Maidstone Road and Warwick Road. Two permits have been available since June 2026.

The permit trial is being extended

We’d like to allow further time to assess the trial and carry out monitoring activities. We are therefore extending the permit for 12 months until 15 September 2027.

If you have a “Bowes Resident” permit, please check your permit expiry date. You will need to renew your permit before it expires. Your permit was issued for 12 months from the date of issue. Notifications will be sent to all permit holders in advance of your permit expiring.

If you hold a Blue Badge permit, this is separate from a Bowes Resident permit and not impacted by the extension of the resident permit trial. Blue Badge permits are issued with the same expiry date as the associated Blue Badge. This means that when you renew your Blue Badge, you will also need to renew your Bowes permit at the same time.

Permit trial survey

Residents, businesses and stakeholders have been encouraged to share their views and experience of the trial to help inform future decisions through the survey. Thank you to everyone who has already shared their views.

This survey will now remain open until the 15^th December 2026.

We encourage residents to continue sharing their views through this survey which is open to residents both within and outside the permit trial area and seeks views on traffic, safety, access and travel behaviours. Feedback received will form part of the overall evaluation of the permit trial.

Monitoring Update

We carried out traffic surveys in June/July 2025, before the permit trial started, and repeated these in March 2026, after the permit trial had started, when 1 permit per household/business was available. The traffic surveys, known as Automatic Traffic Counts (ATCs), are temporary traffic monitoring devices placed on roads to collect information about traffic levels and vehicle speeds.

The data shows that traffic volumes on the roads in the north of the permit area (Ollerton Road, Highworth Road, Warwick Road to the north of the traffic filter, and Natal Road) have fallen over a 24 hour average and remained steady at peak periods. Traffic volumes to the south of the permit area (Warwick Road south of the traffic filter, and Maidstone Road) have increased. This tells us residents are choosing to access/leave the area via the south instead of the north. Whilst the volumes have increased, the volumes remain at desirable volumes for these types of roads and align with the objectives of the scheme.

In response to concerns raised by residents regarding safety and traffic conditions in the area including at key junctions, the Council commissioned an independent Site Safety Assessment Report.

The assessment reviewed collision data, traffic volumes, vehicle speeds, safety concerns raised by residents and site observations. The report concludes there is currently no evidence that the permit trial has led to a deterioration in road safety.

The findings from this assessment and its recommendations will help inform the wider evaluation of the trial alongside traffic monitoring data and resident feedback.

Next steps

The following activities are planned as part of the ongoing evaluation of the trial:

• November 2026: As a result of extending the trial, we will now be undertaking further traffic surveys in November 2026.
• 15 December 2026: Resident survey closes.
• Spring 2027: Permit trial evaluation report developed, including traffic monitoring data, safety assessment findings and resident feedback to inform decisions on the future of the scheme.
• Summer 2027: Publication of the permit trial evaluation report and a decision about the scheme.

The Bowes Primary Quieter Neighbourhood permit trial began in September 2025. The trial allows eligible residents to apply for a permit so that one vehicle registered to their address can pass through the camera‑enforced modal filter on Warwick Road.

During the trial, elected members indicated their support in principle for extending the arrangements to allow households to hold up to two permits. Officers were instructed to prepare for this change and have completed the necessary system work to enable it.

Formal implementation of the change requires approval by the relevant Cabinet Member. Following the recent election, confirmation of Cabinet Member portfolios is required before this approval can be given. Until that process is completed, the existing permit arrangements remain in place.

Once the outcome has been confirmed, the Council will write, without delay, to all eligible residents to explain the decision and set out the next steps.

The resident access permit trial in the Bowes area is progressing in line with expectations. Around 550 permits have been issued so far, with eligible residents actively using the system.

The Council continues to receive a range of feedback from within and around the area, including both supportive comments and questions about access, safety, and monitoring. Updates have been made to the Frequently Asked Questions section of the project page in response to this engagement.

As set out in the published Monitoring Plan, two rounds of traffic data collection will take place to support the evaluation of the trial. The first monitoring period is expected to take place in March/April 2026 (subject to contractor scheduling), with a second round approximately six months later. These data collections will help assess the scheme’s impact on traffic volumes, speeds and movement patterns across the area.

To support this work, the Council will also commission an independent road safety assessment for Warwick Road. This will include a review of the key junctions at either end of the road and consider conditions both before and after the introduction of the permit trial.

The Council is grateful for the feedback received so far and remains committed to carefully reviewing all evidence before any final decisions are made on the future of the trial.

We are pleased to share an important update for residents and businesses within the Bowes Primary Area Quieter Neighbourhood (QN). Enfield Council is trialling residents permits over the next 12 months to allow residents who live within the QN to drive motor vehicles through the Warwick Road and Maidstone Road Automatic Number Plate Recognition (ANPR) cameras modal filters. This is in addition to the existing Blue Badge holder permits that have been in place since the QN became operational in 2023.

How will the permit trial work?

Residents living within the specified, yellow-shaped zone shown on the map below are eligible to apply for a ‘BOWES Resident’ virtual permit.

Key details of the trial

• The trial will be launched with one permit per eligible household / business (the total number of permits per household will remain under review throughout the trial).
• You must apply for the virtual permit in order to receive it, and therefore to exempt the nominated vehicle from the camera enforced modal filter.
• The ‘BOWES Resident’ virtual permit is free of charge.
• These are virtual permits; therefore, you will not receive a physical permit or be required to display any permit in the exempted vehicle.

The Bowes Primary QN permit trial will commence from Monday 15 September 2025 for 12 months. Assessment of the trial will be ongoing throughout this period to determine whether the change should be made permanent.

Where will the ‘BOWES Resident’ virtual permit apply

‘BOWES Resident’ virtual permit holders will be able to pass through the following camera enforced modal filters within the Bowes Primary QN without receiving a Penalty Charge Notice (PCN):

• Maidstone Road at its junction with Warwick Road, and
• Warwick Road, near its junction with Maidstone Road.

Existing signage already in place (for the exemption for BOW permit holders) will also continue to be used for the trial.

How to apply for a ‘BOWES Resident’ virtual permit

1. Click “Apply for or renew a parking permit” (you will first need to create a resident account (if you do not already have an account).
2. Apply for a new permit.
3. Click “Resident Permit”.
4. Select “BOWES Resident”. (Note: Please select the start date as Monday 15^th Sep)
5. Follow the remaining steps on screen and upload your supporting documentation. You will need to upload a photo or an electronic copy of proof of residency (dated within the last 3 months) and proof of vehicle (such as a log book). Both the residency and vehicle proof must be in the same name and address as the application, and be for the address located within the zone.

Once your application has been received it will be reviewed and you will receive an email to confirm the outcome of your application. Please note that the registered owner of any vehicle that passes though camera enforced modal filters in the Bowes Primary QN without a ‘BOWES Resident’ virtual permit will receive a Penalty Charge Notice (PCN).

Enfield Council will soon be launching a 12-month trial that will allow eligible residents and businesses within the previously specified zone to apply for a free ‘BOWES Resident’ virtual permit. This permit will enable one nominated vehicle per household or business to travel through the camera-enforced filters at Maidstone Road and Warwick Road without receiving a Penalty Charge Notice (PCN). The scheme will run alongside the existing Blue Badge exemptions already in place.

At present, the system is undergoing final testing before the trial can commence. Once testing is complete, we will confirm the trial launch date and provide full details on how eligible residents can apply for a ‘BOWES Resident’ virtual permit, as well as what documents will be required.

Permit applications will open shortly ahead of the trial commencement, with further information to be shared on this page and in a letter to all properties within the eligible area.

We are continuing to progress plans for the upcoming Bowes Quieter Neighbourhood 25/26 trial. This trial will provide residents within the specified, yellow-shaded zone (shown on the project map below) the ability to apply for permits providing exemptions from the camera-enforced filters on Maidstone Road and Warwick Road.

To support a robust and transparent assessment of the scheme, we have now published our Monitoring Plan. This outlines how we will evaluate the impact of the trial using traffic data collected before and during the trial period. The plan includes the use of Automatic Traffic Counts (ATCs) and Junction Turning Counts (JTCs), and sets out the desirable traffic levels for residential streets to support walking, cycling, and improved local environments.

Regarding traffic data collected to date, ATC surveys have been carried out on the following roads:

• Ollerton Road
• Highworth Road
• Warwick Road (north of the filter)
• Natal Road

These surveys were conducted between 12th and 18th June, and the data has been uploaded to the Document Library section of this project page for public review. Further traffic data collection is scheduled between 15th and 21st July 2025 to provide an additional set of baseline figures prior to implementation. Regarding timelines, we are currently anticipating the trial can go live at the end of August 2025 subject to final arrangements and decisions, and will run for a period of approximately 12 months.

Permit applications will open in advance of the trial launch, with more information to be shared on this page along with a letter which will be sent to all properties within the relevant area.

Following the update shared by Cabinet Member Cllr Ozaydin on 31 March 2025, preparations are continuing for the launch of the Bowes Quieter Neighbourhood (QN) trial, scheduled for Summer 2025.

To support the trial, Automatic Traffic Counters (ATCs) were installed earlier in June on Ollerton Road, Highworth Road, Warwick Road, and Natal Road to collect traffic data. In collaboration with Haringey Council, further ATC locations will be identified along the boundary between Haringey and Enfield to help monitor traffic patterns both within the trial area and on surrounding boundary roads. The data gathered will help assess the impacts of the trial and guide any necessary adjustments.

All the addresses included within the Bowes QN trial area have been gathered and we are in the process of updating the permit system to reflect the trial arrangements. Details on how to apply for permits - as well as responses to frequently asked questions - will be published on the Bowes Primary Quieter Neighbourhood project page under the FAQs section. The Council will be writing to all homes in the area once the permitting system is ready, to invite applications.

The Council also continue with other preparations, including for example discussing the trial proposals with the Emergency Services.

Thank you for your letter and petition outlining the concerns from residents in the Bowes Quieter Neighbourhood. We truly appreciate the time you took to gather signatures and share your views at the Scrutiny meeting in February.

We want to assure you that the Council carefully followed every necessary step in designing and delivering this project, and we’re confident in its safety. We felt that Warwick Road and the associated traffic signals as the main entry point was an appropriate choice. As part of our broader effort to promote alternative travel and reduce unnecessary car journeys, the Bowes Quieter Neighbourhood is intended to help create a safer, healthier community. Nonetheless we do understand that cars remain essential for many journeys, especially for those with specific mobility needs, and our aim is simply to gently encourage more residents to explore alternative travel options.

We recognise that the A406 North Circular can cause congestion and disruptions that impact daily life. While the project has helped reduce through-traffic in the area, we understand the concerns about access arrangements and the effects of congestion on the A406.

In light of these issues, we will undertake a trial to assess the impact of allowing additional residential access through the camera-controlled points at Warwick and Maidstone Roads. This trial will be carefully planned and guided by evidence to ensure we introduce changes that benefit the community whilst maintaining safety and the aims of Quieter Neighbourhood. Therefore, we will:

• Collect data on current vehicle movements through the neighbourhood, including the proportion of journeys made by residents with existing permit exemptions.
• Undertake a trial in which additional permits are issued to residents, allowing use of the Warwick and Maidstone Road camera points.
• After a 12-month period, we will assess whether the volume of motor traffic remains within acceptable levels to respond to residents needs whilst supporting the aims of the Quieter Neighbourhood.

Overall, the intention of trial to explore adjustment in our approach to better suit the unique layout of the Quieter Neighbourhood and the concerns raised by residents while still keeping the benefit of reduced through-traffic. Over the next few weeks, we'll be carrying out safety checks and gathering some initial data, and at the same time updating our system so residents can easily apply for a vehicle permit online if needed. Once these steps are done, we hope to launch the trial at the start of Summer 2025, and we'll keep you informed about any updates or changes through the Bowes Primary Quieter Neighbourhood project page.
