Clean Air Route

• A School Street on Grove Street outside St. John & St. James Primary School to remove motor traffic from the school gates on a permanent basis.
• An active travel route between the junction of Grove Street with Fore Street and the railway overbridge at Joyce Avenue
• Social infrastructure and place making on Grove Street where people can sit, rest, and come together.

We are delighted to announce that the Clean Air Route will be launching on 22 June 2023. This project is located on and around Grove Street N18 and St. John & St. James Church of England Primary School and are part of a wider regeneration project around Fore Street, Angel Edmonton.

The decision to introduce the Clean Air Route was made following a period of statutory consultation held in February/March 2022. The Clean Air Route has now been constructed, and we have been working on the systems to support the project.

The School Street will be enforced using Automatic Number Plate Recognition (ANPR) cameras. If you drive into the zone at any time, you will be issued with a Penalty Charge Notice (PCN).

Due to the works for the Clean Air Route project being impacted by an unforeseen delay in the completion of the district heating pipework installation taking place on Grove Street, we are now anticipating the works to be completed in late winter 2022-23 or early spring 2023.

We recognise that construction work on our streets can cause temporary disruption to those living or working nearby. Please be assured that every effort is made to minimise any unnecessary noise or foot/vehicle traffic disruption, and we have reminded all staff to be considerate to our neighbours.

Following a decision to implement the Clean Air Route project, Enfield Council are now undertaking the construction works. The Clean Air Route aims to improve air quality and road safety outside the St John & St James Church of England Primary School gates, contribute towards a long-term increase in the levels of active travel, make public space seem more welcoming, and provide opportunities for social interaction and children’s play.

The approximate anticipated start date for the works is Monday 15 August 2022 with completion of the works anticipated in September 2022.

We have planned the construction with the view to minimise inconvenience to the local community as much as possible. However, in order to carry out the works in a safe and efficient manner we will need to introduce temporary traffic measures. These measures will include closure of the section of Grove Street between the school car park access point and the junction with Snells Park, closure of some footways, temporary traffic lights, and route diversions. Access to all properties for vehicles and pedestrians will be maintained at all times.

A decision on the Clean Air Route project has been published and can be found here. The decision has been made by the Cabinet Member for Environment to proceed with the implementation of this project.

A report on the Clean Air Route project has been prepared that provides a summary of the project to date, outlines the proposals, takes into account residents’ feedback collected throughout the statutory consultation, and invites a decision on whether to proceed with its implementation. This report is under consideration, with a decision anticipated shortly.

As part of the Clean Air Route project, we would like to invite you to a second-hand children's bike and scooter market on Saturday 28^th May from 10:00 to 16:00. The market will take place at St James open space, next to St John and St James' Primary School, Grove Street, N18 2TL.

You are welcome to bring your unwanted bikes for sale. Our partners, Peddle My Wheels, will service and sell it on your behalf at one of their many London bike markets. You can also pick up a fully checked, competitively priced used bike. Children bikes and scooters are available at subsidised prices on a first come first served basis.

The draft traffic order for this project has been published and the statutory consultation is open until Sunday 6th March 2022 where you can make any representations relating to the proposed order or object to the making of the proposed order. Any such objection or any representation must be made in writing, quoting the reference TG52/1489 and must state the grounds on which it is made. Objections or representations can be made in any of the following ways:

• Online via the consultation survey on the project page at http://letstalk.enfield.gov.uk/clean-air,
• By email to healthystreets@enfield.gov.uk, or
• By post to ATTN Healthy Streets team, Enfield Council, Silver Street, Enfield, EN1 3XA.

Following the statutory consultation, a formal report will be produced that summarises the objections and representations. LBE will provide a response and use the comments received to make a decision on whether or not to implement the project. The report will be publicly available and will be uploaded to the project page.

Scroll to the bottom of the page and click on the ‘Surveys and Forms’ tab to find the registration form. Once registered, you will be emailed a link to the webinar prior to the event, which will be hosted online via Microsoft Teams. We will be closing registrations at 17:00 on Thursday 9^th September 2021. The webinar will be recorded and available to view following the event.

We would like to invite you to join us on Friday 23^rd July 2021 between 10:00 and 18:00 outside St John and St James Primary School on Grove Street to see and discuss our proposals for a future Clean Air Route. Come and get involved in helping us shape the exciting changes to come.

On the same day, the primary school students will get involved with several interactive activities, including developing ideas with the design team for the street outside the school and exploring how Grove Street might feel without cars. To make this happen, a part of Grove Street will be temporarily closed to motorised traffic between 09:00 and 19:00. The approximate extents of the closure can be seen on the below map.

During these hours the parking bays located within the closure will be suspended. All properties will continue to be accessible through either of Langhedge Lane, Snell’s Road, and Grove Street depending on where they are located. There will be diversion signs in place providing information about the alternative routes to access all properties in the area.
