Overview
In response to a petition from residents, we are consulting on the idea of a permit parking scheme (or Controlled Parking Zone) for the Balham Road area.
A CPZ is an area where residents are given parking priority over other drivers through a permit system, with permits only available for residents living within the zone. There is a charge for permits, which is currently based on vehicle engine size and the operational hours of the CPZ.

Before we commence the formal legal process, we want to make sure that residents still support the idea of a CPZ and, if they do, what hours they prefer.
Comments must reach us in writing by 22nd January 2021, and can be submitted:

Residents, shoppers, local businesses and others currently compete for limited on-street parking space.
Permit controls would offer better balance to local parking arrangements and give priority to residents of Balham Road, Hendon Road, Kingston Road and Chiswick Road. Residents of Osward Place will be consulted on a similar parking scheme by Enfield Homes at a later date
What
options are being considered?
A CPZ is an area where residents are given parking priority over other drivers through a permit system. Only those living in Balham Road, Hendon Road, Kingston Road and Chiswick Road can buy permits.
Option A proposes additional controls for one hour during the day (11:00am to 12;00pm Mondays to Fridays) and would be effective in preventing commuter parking associated with people either using Edmonton Green or working in the local area. The current permit prices for a one hour zone are show on the back page.
Option B controls parking across the day (e.g. 9am to 8pm) but comes with higher permit prices to account for the extended enforcement activity. This option should prove effective at also deterring all-day parking by shop workers and discouraging use of resident bays by shoppers.
Option C is to leave things as they are and not introduce additional parking controls.
Loading space and some permit-holder bays are also proposed for businesses
