Enfield Council are in the process of delivering a series of measures in the Connaught Gardens area as part of the Quieter Neighbourhood project.

The aim of this scheme is to address shared concerns between both residents and the Council on motor traffic speeds, motor traffic volumes, and cut-through traffic in the area. A set of interventions is being delivered to address the concerns raised by residents for many years. The scheme will help address the issue on an area-wide basis and bring about the following benefits:

  • Reduction in the volume of motor traffic that is cutting through residential streets instead of using other primary roads to reach their destinations.
  • Reduction in the speeds that people drive at on the residential streets and in front of the schools within the area.
  • Quieter residential areas with reduced traffic levels, whilst keeping open the maximum possible access points for residents and emergency services.
  • A safer environment which will enable people to walk and cycle from their front door and encourage them to incorporate active travel as part of their journeys.
  • Reduction in emissions from motor vehicles within the residential area and therefore an improvement air quality.
  • Long-term improvements to public health and reduced pressure on the NHS.

The Connaught Gardens Quieter Neighbourhood scheme is being delivered in two phases, as outlined below:

Phase 1

One-way system on Windsor Road, Osborne Road, and short sections of Lightcliffe Road and New River Crescent.

Council funded

Completed in January 2021.

Delivered using Experimental Traffic Orders (ETOs), with views from the community collected during a trial period.

Phase 2

The remaining Quieter Neighbourhood measures as shown in the scheme map (note engagement with emergency services continues).

Initial funding secured from TfL to enable design work to progress. Awaiting further funding from Department for Transport / Transport for London to enable future implementation.

Design in progress.

Implementation timescale presently unknown and subject to funding.

Early engagement with residents on the designs has taken place. The comments are being analysed to help finalise the future scheme that is going to be delivered. A formal 6-month consultation will follow as part of the trial to inform future of the scheme.

    Enfield Council has confirmed that Phase 1 of the Connaught Gardens Quieter Neighbourhood will be made permanent. This means that the experimental measures which were implemented as part of Phase 1 of this project will stay in place. Thank you to everyone who has taken the time to provide feedback on the scheme.

    The decision has been made following a trial that was introduced in Winter 2020/2021, including a period of statutory consultation and monitoring activities.

    Phase 1 for the Connaught Gardens Quieter Neighbourhood project has been implemented as a trial using experimental traffic orders (ETO). This requires a period of consultation with local residents, businesses, and other stakeholders during the trial period. Now that the community have had the opportunity to experience the trial working in practice, we would like to invite you to share your feedback through an engagement survey. The survey will open on Monday 21st June 2021 and will remain open until 23:59 on Sunday 11th July 2021.

    The consultation for the Connaught Gardens Quieter Neighbourhood Phase 1 trial has started. It follows the implementation of the trial during December and January.

    Anyone can formally object to the scheme being made permanent. However, an objection must be made in writing, state the grounds on which it is made and be sent to the Head of Traffic and Transportation, Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD, or by e-mail to traffic@enfield.gov.uk, quoting the reference TG52/1458. The period for formal objections ends on Monday 14th June 2021. Responses to individual objections are not going to be provided, but any objection raised will be addressed in a formal report that will inform the decision-making process.

    We recognise that there will be a range of views on this scheme, so we will also offer an opportunity to share your feedback on the trial through an engagement survey. This survey is anticipated to open in May for four weeks, prior to the time that the decision on the future of the scheme will be made. The engagement survey responses will be analysed and form a key part of the formal report that will inform any decision made. We will send a further letter once the engagement survey is open on the project page, along with details of how you can request paper copies.
