What is being proposed?

A permit parking scheme and associated parking controls are proposed to operate from 8am to 6.30pm, Monday to Sunday to help maximise space for residents across the week. The likely layout of bays is shown on the plan provided. Permit holders would be able to park in any bay within the CPZ.

Why is this needed?

The streets in and surrounding the Electric Quarter are heavily parked, with residents, commuters and others all competing for limited on-street space. This not only makes it difficult for residents to park close to their homes but can also lead to dangerous and obstructive parking.

A permit system can help by deterring parking by commuters heading to Southbury Station, or by drivers seeking free parking when visiting High Street locations. Parking controls can also help tackle obstructive parking at junctions and at other unsuitable positions; deter households with numerous cars or vans taking up excessive space in the street; and clear out abandoned vehicles.

Permits - prices and eligibility:

Resident and visitor permits: Annual permit prices for an all-day parking zone are shown below and are set to ensure that schemes fully cover their operating costs. To be eligible for a resident’s permit you must live in the CPZ and have a vehicle registered at your address. Resident’s permits are limited to three per person. Visitor permits are also available for everyone living in the CPZ.

Business permits: The outline plans do not include bays for business permit holders as there are very few businesses within the CPZ boundary. However, some unrestricted parking will remain available for businesses and others on Queensway, which is mainly outside the zone.

Blue Badge Holders and Carers: Blue badge holders living in the zone can apply for their annual permit free of charge. Nurses etc. needing to visit clients within any Enfield Council parking zone can apply for an essential user permit, so the controls should not hinder care visits. Visitors providing routine care to family members based in the zone can also apply for an annual permit, as priced below.

Following the statutory consultation on the proposals for a Controlled Parking Zone (CPZ) in the Electric Quarter area held in September 2025, the decision has been made to introduce the CPZ. The Responses to Objections report is available here.

The Controlled Parking Zone (CPZ) will operate from 8am to 6:30pm Monday to Sunday.

    Site works

Site works will begin the week commencing Monday 9 February 2026 and will include:

    • Installation of new statutory signs and associated posts from Monday 9 February 2026
    • Supporting road marking works from Monday 2 March to Friday 13 March 2026, including:
      • Parking bays
      • Double and single yellow lines
      • Re-marking of existing disabled parking bays

Site notices will be displayed shortly to remind all residents and businesses of the upcoming works.

Temporary traffic management measures will be used at intervals to ensure that the Council complies with relevant health and safety legislation throughout the project.

Throughout these works access to all properties will be maintained at all times.

The Council apologises in advance for any inconvenience, including noise or vibration that may occur during these works. Our contractors and staff will make every effort to minimise disruption during this works period.

    What happens next

The Council will be writing to all listed postal addresses shortly, regarding the next stage of the proposed introduction of the Electric Quarter Controlled Parking Zone. This will consist of parking permit types, their associated prices and how to apply.

It is hoped that a parking permit scheme with the supporting parking controls will help maximise space for residents and businesses in the area by creating a better balance to parking arrangements and help ensure access for essential services.

Following the engagement period held in September 2024, the Council has decided to proceed to statutory consultation on a draft traffic order with a revised proposal in consideration of resident feedback. A positive response was received overall, and the Council continues to believe a controlled parking period of Monday to Sunday 8am to 6.30pm will be effective at interrupting most commuter parking activity without unduly impacting residents and their visitors.

Details of the proposals and draft traffic orders can be found in the Documents section on the right hand side of this project page and (link here) will be uploaded shortly onto the Council website here(External link). We invite residents, businesses, and any other interested stakeholders to take part in the statutory consultation. Please make your representation or objection in writing stating the grounds on which it is being made and quoting the reference TG52/1595 no later than 11.59pm on Sunday 05 October 2025. You can make a representation or objection in one of the following ways:

Following the statutory consultation, a summary of objections and representations will be produced. Enfield Council will provide a response and use the comments received to make a decision on whether or not to implement the CPZ.

In September 2024 Enfield Council consulted residents on a proposed Controlled Parking Zone (CPZ) for the Electric Quarter area in Ponders End.

We heard from 107 people about the proposals, and the report which summarises the feedback can be read here.

Following the engagement period held in 2024 and careful consideration of the responses received, the Council has decided to proceed in advancing the Electric Quarter CPZ proposals to the statutory consultation stage without any significant modifications.

The Council is committed to Controlled Parking Zones as an important approach for managing car parking demand. CPZs help ensure that parking is allocated fairly, balancing the needs of residents, businesses, and essential services while also reducing congestion and encouraging sustainable transport.

We would like to thank everyone who took part in the engagement opportunity on the proposed CPZ for the Electric Quarter area.
