Enfield Town to Ponders End Station Construction Update 16 July 2025
The works on Percival Road, Bertram Road, and Clive Road are now complete, which brings the current sections of the Enfield Town to Ponders End Station Walking and Cycling Route that were out for construction to completion.
We have received a number of queries on the new road layout, such as the height of the speed humps that have been installed.
The traffic calming measures implemented on these roads were carefully considered in collaboration with a number of stakeholders. The London Ambulance Service raised concerns about the cycle-friendly sinusoidal humps that we typically use across the borough, noting that these can be problematic for patients being transported by ambulance, particularly in this area.
We also received queries regarding the speed humps that were installed on Percival Road that required reprofiling. Unfortunately, this was the result of an issue on site and was carried out at no additional cost to the Council.
As with all projects delivered through Enfield’s Journeys and Places programme, we aim to develop schemes that reflect a wide range of needs – including those of emergency services, local residents, people walking and cycling, and others who travel through the area. Inevitably, this involves balancing differing – and sometimes conflicting – priorities.
We have received requests for ANPR cameras to enforce the one-way sections of the roads, and for speed cameras to enforce the speed limit. While Automatic Number Plate Recognition (ANPR) cameras can be effective at supporting enforcement, they are also a significant financial investment and are not feasible to install on every project. Speed cameras fall under the jurisdiction of the Metropolitan Police and Transport for London, and we are not able to introduce these independently. These cameras are also significantly more expensive to install and operate than physical traffic calming measures like speed humps.
It is important to note that this scheme has only recently gone live, and it is common for schemes of this type to take some time to settle so we need to allow time for behavioural change to occur. To understand how the scheme is performing, we have scheduled post-implementation review for September 2025. This will include data collection on vehicle speeds and traffic volumes and will help inform any future decisions on the effectiveness of the new infrastructure i.e. the speed humps.
We appreciate the community’s patience and understanding while we delivered these improvements. Should you have any general queries about the works or the overall project, please contact the Enfield Council Journeys and Places team at JourneysandPlaces@enfield.gov.uk.
