Seeking enthusiastic and committed community champions to join the new Enfield Town Steering Group


Applications are now open to join the Enfield Town Steering Group and shape the next chapter of the town centre. This will be an independent organisation enabling business, community and public sector partners to act together for the benefit of Enfield Town and to achieve the shared vision.

What will the Steering Group do?

This new group is created to champion the co-ordination of existing activities and launch new initiatives to improve the town centre. Enfield Council has pledged £25k to support a pilot period, to fund an Independent Chair, support admin and secretariat duties, and an initial project budget (£10k). The Steering Group will decide how to allocate this budget to support a range of existing and new projects.

A recent action plan, developed by local stakeholders in Enfield Town, highlighted the need for Enfield Town to become a safe, vibrant, and inclusive space that supports a thriving daytime and night-time economy-celebrating its market town heritage, cultural diversity, and local arts. But the stage will be yours to decide which projects are taken forward!


How did this come about?

Over recent months, businesses, community groups, and public organisations in Enfield Town have worked together to create the new Steering Group. Funded by Enfield Council, the process was supported by specialist consultancy Augarde & Partners, who helped stakeholders design a new governance structure. The need for a stakeholder-led model had been identified through ongoing engagement with local businesses and community groups since 2022.

This year, more than 30 stakeholders contributed ideas on the group’s potential role, responsibilities, and activities. A smaller group then dedicated their time and energy to shaping a structure that benefits the whole town. The result is a Pilot Steering Group, designed to evolve into a more formal body in future, with the potential to become an incorporated organisation capable of delivering larger-scale projects.


Who will be in the Steering Group?

The oversight structure is set up to enable strong, representative collaboration between community organisations, businesses, Enfield Council and other public bodies. The aim is to provide an inclusive platform for diverse voices, including smaller and temporary traders.

Community champions will be individuals from representative local organisations.

There will be a maximum of 12 active members of the group comprising of:

  • max 4 from community, cultural and voluntary sector organisations;
  • max 4 from businesses; at least one of which must be a representative of retailers;
  • max 4 from public sector organisations, including Enfield Council.

Champions will be members of the group and membership is open to any person who is:

  • Committed to creating a vibrant town centre
  • Living or working in Enfield
  • Representing an organisation, business or group, rather than individual interest
  • Politically neutral / not representative of a political party

In addition, we will be establishing a group:

  • Regardless of gender, race, nationality, disability, socio-economic status, sexual identity, religion or belief etc.
  • To be as representative as possible of the local demographic

And, membership will be discussed by the Steering Group once-a-year in order to identify gaps in audience representation and agree on further outreach and actions.


What will Community Champions be responsible for?

They will play an important role in identifying, initiating and supporting projects in Enfield Town. They will be in touch with their communities, making sure that the allocation of project budgets is carried out in an inclusive way. They will have the opportunity to shape the future of the Steering Group, reviewing achievements, lessons learned at the end of the Pilot period.

Responsibilities can include but are not limited to:

  • Commitment is initially for the Pilot period (approx October 2025 – July 2028, subject to funding)
  • Attendance at 6 Steering Group meetings per year
  • Developing the annual programme of activities and projects for TC improvement
  • Ensuring the annual programme of activities and projects has a resource plan and can be delivered, with long-term maintenance considered, where relevant
  • Where appropriate coordinating projects and activities or even delivering directly
  • Raising funds for projects and activities
  • Advising on developments at an early stage to ensure TC community voice is included
  • Communicating work of the Steering Group to the wider community and wider promotion of Enfield Town
  • Seeking and encouraging new champions/active members members to join the group at relevant intervals
