Notification of upcoming works – Phase 2B

In June 2025, Enfield Council presented the design for improvements in Enfield Town and a statutory consultation on the proposed changes for Phase 2 of this project was carried out.

Following the consultation, a decision was made to split implementation of Phase 2 measures into two construction phases. The first of these, Phase 2A, was delivered between October 2025 and April 2026. The second phase, Phase 2B, is now planned to deliver the remaining works previously consulted on.

The map below identifies the current construction phase within the wider project area.

What works will be occurring?
Below is a summary of the interventions being delivered as part of Phase 2B construction:

  • Widening of footways, resurfacing and footway improvements across the Enfield Town Liveable Neighbourhood Phase 2B project area.
  • New greening and seating in front of Enfield Town Station.
  • Introducing a dedicated pick-up/drop-off point outside the Enfield Town Station Plaza.
  • Improving and relocating the crossings on London Road and Genotin Road.
  • Improvements to the signalised junctions within the Enfield Town Liveable Neighbourhood Phase 2B area.
  • Introducing sections of cycle lanes/tracks along Southbury Road, Genotin Road, London Road, and Cecil Road.
  • Changes within the New River Loop Car Park (relocation of a disabled parking bay and formalising of the taxi rank), including access to the car park via Southbury Road only. Access to St Andrew’s Road (past the car park access point) will be for emergency vehicles only. Access for people walking and cycling will continue to be permitted.
  • Localised repositioning of the bus stops on London Road and Genotin Road.
  • Merging of bus stops on Cecil Road.
  • Changes to waiting and loading within the Enfield Town Liveable Neighbourhood Phase 2B area. This includes an extension to the Red Route (which was introduced as part of Phase 2A) along The Town and first part of Silver Street, and the addition of ‘no waiting’ and ‘no loading’ restrictions where the bus stand was relocated from Cecil Road (during Phase 2A) and where the bus stop will be removed to be merged with the one further east on Cecil Road.
  • Introduction of a raised table on London Road and Cecil Road.

To carry out the works in a safe and efficient manner we will need to introduce temporary traffic measures at the junctions and on the roads mentioned above. These measures will include signage on the carriageway and footway detailing traffic and pedestrian diversions. Measures will also include parking restrictions that will be signed in the area. Access to nearby properties will be maintained at all times.

As the works progress, our contractor will be writing to residents and businesses with further information about the construction plan specific to their area, but signage should also be checked as changes may occur should any unforeseen circumstances arise.

Some works will require full road closures, and diversions will be put in place. This may result in temporary night closures of sections of roads and footways, and any impact will be kept to a minimum. Impacted residents and businesses will be notified separately and signage on site will also be provided.

To enable us to carry out these works we will be using machinery and vehicles that may cause some noise. We will try to keep this to a minimum.

When will the works take place?

These works will begin Monday 11 May 2026 and will continue until completion of the works which are estimated to take approximately 28 months with the aim of minimising disruption in the town centres as much as possible. This timeline may change due to any unforeseen circumstances that arise or works progressing faster than expected.

How will we manage the impact on residents and businesses?

We recognise that construction works on our streets can cause temporary disruption to those living or working nearby. Please be assured that every effort is made to minimise any unnecessary noise or foot/vehicle traffic disruption, and we have reminded all staff to be considerate to our neighbours. We apologise in advance for any inconvenience that this work may cause.

A temporary closure of London Road between the junctions with The Town/Southbury Road and Genotin Road/Cecil Road will take place to allow for significant carriageway reconstruction and resurfacing works to be undertaken. To minimise the impact on traffic in Enfield Town Centre, this has been scheduled to begin on Tuesday 21 July 2026, to coincide with the school summer holiday period. This temporary closure will last for approximately 6 weeks.
