What is being proposed?
The Council is consulting on a proposal to introduce 30 minutes of free parking, once per vehicle per day, in eligible on street paid parking bays and Council operated pay-to-park car parks across Enfield.
Car parks in Enfield Town will remain the same with 3-hours free on Sundays.
Why is the Council proposing a free parking period?
The proposal aims to support the vitality of Enfield's town centres and high streets by encouraging people to visit local businesses, shops and services and making short trips more convenient.
Who can take part in the consultation?
Anyone can take part, including residents, local businesses, visitors, commuters, community groups and other stakeholders with an interest in parking and local high streets. Take the survey here.
How long will the free parking period be?
The proposal is for 30 minutes of free parking per vehicle registration, per day. This means someone may park in one car park for free for the first 30 minutes, however if they moved to a different parking bay they would have to pay as they already would have used their free period for that day.
Which parking locations would be included?
The proposal would apply to eligible on street paid parking bays and Council operated pay to park car parks across the borough. You can find the full list of locations in the draft traffic order.
Would the free parking apply every day?
The proposal is for the free parking period to be available from Monday to Sunday for eligible parking bays, and Monday to Saturday for council operated pay-to-park car parks. Existing Sunday arrangements in Enfield Town car parks would remain unchanged.
What happens after the 30 minutes free parking period ends?
Payment will continue to be taken through the council’s cashless parking provider. If a motorist wishes to remain parked beyond the free period, they would need to pay for parking in line with the relevant parking tariff and regulations that apply to that location. Payment will continue to be taken through the app.
How would the free parking period work in practice?
The exact operational arrangements are still being developed. Information on how the free parking period would be activated will be provided before implementation should the proposal proceed. The parking apps will be used with people needing to register their car to access the first 30 minutes free period.
How often can I use the free parking period?
The proposal is for one free 30-minute parking session per vehicle per day.
Will Blue Badge parking arrangements change?
No. Blue Badge holders would continue to benefit from the concessions available under the Blue Badge scheme.
Will other payment methods still be available?
Yes. Existing payment methods would remain available, including paper parking vouchers available through libraries and the Parking Shop.
Will this affect resident permit parking bays?
The consultation relates to eligible paid parking locations only.
How will the Council use the feedback received?
All responses will be reviewed and analysed. A report summarising the consultation findings will be prepared and considered as part of the Council's decision making process. Any decision and next steps will be published on this page.
When would the scheme be introduced if approved?
Any introduction of the scheme would be subject to consideration of consultation responses and a decision taken by Cabinet Member Cllr Maria Alexandrou to proceed. Should the decision be made to proceed, it is expected that implementation will occur in late 2026.
How can I share my views?
