Enfield Council is proposing to introduce a new Controlled Parking Zone (CPZ) in the Edmonton Green area, within the boundaries of Sunnyside Roads (North, South and East) and Leonard Road.
What is being proposed?
A permit parking scheme is proposed to operate from 9am to 6.30pm, Monday to Sunday to help maximise space for existing zone residents across the week. An overview is shown on the plan in the Document Library to the right.
Why is this needed?
The streets near Edmonton Green station experience high parking demand, particularly from commuters using the station. While several CPZs already exist around the station, Sunnyside and Leonard Roads remain among the few areas with unrestricted parking. Domestic demand for parking space is prone to exceed capacity in narrow streets with closely spaced houses, creating competition for limited space.
A permit system can help by deterring parking by station users, tackling obstructive parking at junctions; deterring households with numerous cars or vans taking up excessive space in the street; and clearing out abandoned or seldom-used vehicles.
Permit prices
Resident and visitor permits: Annual permit prices for an all-day parking zone, shown below, are set to ensure that schemes fully cover their operating costs. To be eligible for a resident’s permit you must live in the CPZ and have a vehicle registered at your address. Resident’s permits are limited to three per person. Visitor permits are also available for everyone living in the CPZ.
Business permits: The outline plans do not include bays for business permit holders as there are very few businesses within the CPZ boundary.
Blue Badge Holders and Carers: Blue badge holders living in the zone can apply for their annual permit free of charge. Nurses etc. needing to visit clients within any Enfield Council parking zone can apply for an essential user permit, so the extended controls should not hinder care visits. Visitors providing routine care to family members based in the zone can also apply for an annual permit, as priced below.

Enfield Council is planning to introduce an Event and Match day CPZ. The streets within the Sunnyside area are heavily parked with residents often concerned with parking availability during event and match days from the nearby Tottenham Hotspur Stadium.
Permit parking controls can bring better balance to parking arrangements and help ensure access for residents and essential services.
The CPZ is being delivered by the Council’s Journeys and Places programme which empowers people in Enfield to make sustainable choices for themselves, their community, and our planet. We invite you to take part in the statutory consultation on draft traffic order TG52/1597to share your views on the CPZ.

We invite residents, businesses, schools, and any other interested stakeholders to take part in the statutory consultation. Please make your representation or objection in writing stating the grounds on which it is being made no later than 11.59pm on Sunday 26 October 2025.
Following the statutory consultation, a summary of objections and representations will be produced. Enfield Council will provide a response and use the comments received to make a decision on whether or not to implement the CPZ.

Enfield Council is planning to introduce a Controlled Parking Zone (CPZ) within the boundaries of Sunnyside Road North, South, and East, as well as Leonard Road. The aim is to improve highway safety by reducing inconsiderate and indiscriminate parking. Controlled Parking Zones can also help reduce the number of vehicles circling the area in search of parking, which in turn lowers traffic congestion, noise, and air pollution. Residents and car owners within the proposed zone would be required to pay an annual permit fee. This fee helps cover the ongoing costs of administering, enforcing, and maintaining the scheme, as is the case with other CPZs in the borough.
