Palmers Green East Controlled Parking Zone
Overview
This consultation sets out the Council's preliminary proposals for a permit parking scheme (or CPZ) on the set of narrow residential streets in Palmers Green, east of Green Lanes.
Permit controls can bring better balance to parking arrangements and help ensure access for essential services.
What is being proposed?
A permit parking scheme and associated parking controls are proposed to operate from 8am to 6.30pm, Monday to Sunday to help maximise space for residents across the week. The likely layout of bays is shown on the plan provided. Notes on the plan explain the favoured permit sale boundary, including where the zone adjoins Green Lanes. Permit holders would be able to park in any bay within the CPZ.
Why is this needed?
Domestic demand for parking space is prone to exceed capacity in narrow streets with closely spaced houses. Where shopper/staff parking for nearby stores is also a factor, permit controls can make it easier for residents to park closer to their homes. A parking zone can also help tackle obstructive parking at junctions and at other unsuitable positions; deter households with numerous cars or vans taking up excessive space in the street; and clear out abandoned vehicles.
Since previous consultation activity, prompted by requests from the community, the Council has adopted a proactive approach to parking zones, recognising their overall benefits on local travel habits. The extent of the proposed zone has now been increased to reflect this new approach.
Permits - prices and eligibility:
Resident and visitor permits: Annual permit prices for an all-day parking zone are shown below and are set to ensure that schemes fully cover their operating costs. To be eligible for a resident’s permit you must live in the CPZ and have a vehicle registered at your address. Resident’s permits are limited to three per person. Visitor permits are also available for everyone living in the CPZ.
Business permits: The outline plans do not include bays for business permit holders. High street parking and loading bays are retained at the western end of the residential streets. Requests from traders for business bays can be considered but are not generally intended to facilitate commuter parking by staff. In all day zones business permits are priced at £920 per year, £230 for 3 months. Any non-domestic organisation based in the area and with a reliance on using the streets shown for kerbside parking should respond to this consultation to set out any needs or concerns.
Blue Badge Holders and Carers: Blue badge holders living in the zone can apply for their annual permit free of charge. Nurses etc. needing to visit clients within any Enfield Council parking zone can apply for an essential user permit, so the controls should not hinder care visits. Visitors providing routine care to family members based in the zone can also apply for an annual permit, as priced below.
