Enfield Council is proposing improvements to the existing modal filters (planters and cameras) at Maidstone Road and Warwick Road.

It is proposed that the area is developed into a space for people to enjoy, with the possibilities of introducing greenery, rain gardens, trees, seating, and play areas.

We are launching a period of engagement to understand the views, concerns, or suggestions residents and other stakeholders have about the proposed project.

The proposed interventions will:

  • Create permanent green infrastructure and enhancing access to green infrastructure
  • Improve walking and cycling access to the area
  • Providing shade in the area.

    We are excited to announce the completion of construction of the Maidstone Public Space Improvements project. This project has revitalised the area, providing enhanced green infrastructure, improved accessibility, and a more welcoming environment for both residents and visitors.

    The project included the delivery of a new public space to encourage community gatherings and outdoor activities, and a continuous footway to improve accessibility and ensure pedestrian safety and ease of movement.

    Additionally, tree planting will be carried out during the planting season later this year to further enhance the greenery.

    We greatly appreciate your patience and support throughout the construction phase. These improvements are part of our ongoing commitment to enhancing public spaces that people in Enfield can enjoy and feel safe in.

    Works on the Maidstone Road Public Space Improvements project commenced on 15 January 2024 with significant progress made to date and works now focusing on Maidstone Road at the junction with Warwick Road.

    In our previous update we informed residents that Phase 1 of the works would last 7 weeks. Additional work has since taken place to ensure these timeframes are met and that works are delivered in a timely manner. Phases 2 and 3 of the works are now underway and expected to be completed by mid May.

    Following approval of the project, construction works will commence at the Warwick Road and Maidstone Road / Warwick Road junction in January 2024 to deliver the Maidstone Road Public Space Improvements project.

    The Maidstone Road / Warwick Road junction and Warwick Road itself at the existing modal filter will be closed at times during the construction period. The construction will be divided in three phases and will occur over approximately 16 weeks.

    Phase 1 will start on Monday 15 January 2024 and will last for approximately 7 weeks. Warwick Road will be closed between Tewkesbury Terrace and the junction with Maidstone Road impacting vehicles which are authorised to drive through the modal filter on Warwick Road (BOW permit holders, Dial-A-Ride vehicles and emergency services). Residents in the area have been notified of the works by letter.

    The works on Warwick Road will involve constructing buildouts that feature rain gardens on both sides of the current modal filter.

    We will send residents further letters with information on phases 2 and 3 of the construction confirming the dates and diversion routes closer to the time. We understand that construction works of this nature can cause some disruption and we apologise for any inconvenience caused. We and our contractor work hard to ensure that disruption is minimised where possible whilst the works are undertaken. We apologise for any inconvenience and thank you for your cooperation.

    Thank you to those who took part in the statutory consultation on the proposed changes to waiting and loading at Maidstone Road and Warwick Road junction (reference TG52/1540).

    Following careful consideration of objections and representations received, it has been decided to progress with implementation of the Maidstone Road Public Space Improvements project as per the above traffic order.

    Changes to waiting and loading have been made to deliver the improvements around the Maidstone Road and Warwick Road junction to create new green areas, improve pedestrian facilities and to create a public space to promote social interaction.

    The Notice of Making of the traffic order that details the proposed changes to waiting and loading at Maidstone Road and Warwick Road junction (reference TG52/1540) has been published. The Notice of Making, Statement of Reasons and the Traffic Management Order can be viewed here.

This document addresses all the objections that were raised during the statutory consultation and outlines the Council’s response.

    Following careful consideration of the responses to statutory for changes at Maidstone Road/Warwick Road, a decision has been made to progress with implementation. Implementation is expected to commence in January 2024.

    Engagement Summary Report has now been published

    Thank you to everyone who took part in the engagement opportunity we hosted for the Maidstone Road Public Space Improvements Project earlier this year. We have now published the Engagement Summary Report which can be found under the ‘Documents’ tab on the right hand side of this project page. The report details the process we undertook to engage people in this project and hear your ideas and issues that could inform the design. It includes information on who took part and summarises what we heard from participants. These findings will be considered throughout the design process as we progress this project.

    The next project phase will involve finalising the detailed design, with implementation expected to begin in winter 2023. Timelines may be adjusted as we gain more insights, and regular updates will be provided to keep all stakeholders informed.

    In March 2023, we wrote to residents about Enfield Council’s proposal to improve the area around the existing modal filters at the Maidstone Road and Warwick Road junction. We invited you to share your ideas and any issues relating to this project that is being proposed as part of the Journeys and Places programme. This engagement period informed the design for this space that is now being proposed and which aims to deliver a space for people to enjoy featuring greenery and seating.

    The proposed interventions aim to deliver the following:

    • New green areas adjacent to existing modal filters on Maidstone Road and Warwick Road;
    • Planting of new trees;
    • Improvements to the pedestrian facilities at the Maidstone Road and Warwick Road junction; and
    • Creation of a public space that promotes social interaction

    The proposals feature:

    • Provision of a continuous footway to improve pedestrian movement; and
    • Implementation of rain gardens and planting around the existing modal filters.

    To implement these improvements, Enfield Council is proposing changes to waiting, loading and parking restrictions around the Maidstone Road and Warwick Road junction

    We invite residents, businesses, and any other interested stakeholders to take part in the statutory consultation on these proposed changes. Please make your representation or objection in writing stating the grounds on which it is being made and quoting the reference TG52/1540 no later than 11.59pm on Sunday 30 July 2023. You can submit your objections or representations in any of the following ways:

    Following the statutory consultation, a formal report will be produced that summarises the feedback received and Enfield Council’s response. This report will inform the decision of whether to make the draft traffic order permanent and implement the modifications to Maidstone Road. The report will be publicly available and will be uploaded to the project page.

    We want to hear from you about your ideas for walking and greening in this area that could be incorporated into our planning. This includes ideas for making it safer, more accessible and enjoyable such as more planting, or identifying sitting areas. We’d also like to hear about any issues people face in regard to walking, wheeling and cycling, and resting spaces in the area.

    Share your ideas and issues with us via the interactive map on the project page where you may drop a pin along the route and provide your ideas as well as identify issues related to walking and cycling in the area.

    The map will be open for you to share your comments until midnight Sunday 2nd April 2023.

    We also invite residents, businesses and others interested to a webinar to be held on Microsoft Teams. The webinar will be held on 20 March, 2023 from 6pm to 7pm.
