In December 2022 we presented the design for improvements to the Victoria Road/Park Road junction, and statutory consultation on the proposed changes was carried out. Following the statutory consultation, a decision was made to implement the project and we are now writing to inform you of construction works taking place.

The Council will now be conducting works to the existing East-West cycle and pedestrian crossing over Victoria Road that was previously implemented using temporary materials. We are making these changes to provide a safer and improved experience for people walking, wheeling and cycling with an upgraded crossing facility, widened footways, and additional planting and greening in the area.

What is happening at this location?

• A parallel zebra crossing on Victoria Road will replace the current cycle and pedestrian crossing

• Permanent footway buildouts will be installed to replace the current temporary materials

• Minor changes will be made immediately west of the Victoria Road/Park Road junction to improve the connection to the existing East-West walking and cycling route running through Pymmes Park

• Changes to waiting and loading restrictions will also be made to enable these changes.

When are the changes scheduled to take place?

The construction works will commence at the Victoria Road/Park Road junction on Monday 20 February 2023 and will last for approximately 9 weeks. Phase 1 of the works will be carried out under three-way temporary traffic lights and current access to nearby properties will be maintained. Phase 2 of the works will require the full closure of the works area. Motor vehicles will be able to access the area via each of the three approaches to the junction, namely Victoria Road north, Victoria Road south and Park Road, however will not be able to pass through the junction. In order to enable in/out access to Park Road, the camera-controlled closure will be suspended for the duration of Phase 2. Please check and follow the diversion signs during Phase 1 and Phase 2 of the works. Access to properties will be maintained at all times during the construction period.

A construction notification letter was sent to the local community and it can be found in the document library of the project page along with the traffic management plans.

The statutory consultation is open until midnight Sunday 15 January 2023. Any objection or representation must be made in writing, quoting the reference TG52/1518 and must state the grounds on which it is made. Objections or representations can be made in any of the following ways:

• emailed to journeysandplaces@enfield.gov.uk, or
• posted to Journeys and Places team, Enfield Council, Silver Street, Enfield, EN1 3XA.

Following the statutory consultation, a summary of the objections and representations will be produced. Enfield Council will provide a response and use the comments received to make a decision on whether or not to make the proposed changes.

Following on from the decision to make the trial permanent and the recommendations made in the relevant report, Enfield Council is now proposing further improvements at the junction of Victoria Road with Park Road.

The proposed changes include improvements to the current informal cycle and pedestrian crossing and its immediate surrounding area. It is proposed that a parallel zebra crossing for both people walking and cycling is to be located on a raised table to reduce vehicle speeds and improve the safety for all road users. Minor changes are also proposed within the park immediately west of the junction of Park Road with Victoria Road, to improve the connection to the existing east-west route running through Pymmes Park. To enable implementation of these proposals, changes to the waiting and loading restrictions are also proposed.

A decision on the A1010S to North Middlesex Hospital Cycle Route project has been published and can be found here. The decision has been made by the Deputy Leader of Enfield Council to make the Traffic Orders permanent. This means that the experimental measures that were implemented as part of the A1010S to North Middlesex Hospital Cycle Route project will stay in place.

The decision has been made following a trial that was introduced in Winter 2020/2021, including a period of statutory consultation and monitoring activities. The decision is subject to call-in as per the Council’s scrutiny process. More information on this process can be found here.

A report on the A1010S to North Middlesex Hospital Cycle Route project has been prepared that provides a summary of the project to date, evaluates the outcomes of the trial, takes into account residents’ feedback collected during the statutory consultation as well as through the engagement survey, and invites a decision on whether the trial is made permanent or removed in part or completely. This report has now been published and a link is available here.

This report is under consideration, with a decision anticipated shortly.

The A1010S to North Middlesex Hospital Cycle Route has been implemented as a trial using experimental traffic orders (ETO). This requires a period of consultation with local residents, businesses, and other stakeholders during the trial period. Now that the community have had the opportunity to experience the trial working in practice, we would like to invite you to share your feedback through an engagement survey. The survey will open on Monday 17^th May 2021 and will remain open until 23:59 on Sunday 6^th June 2021.

The engagement survey can be found at the Surveys & Forms tab on this page. Responses online can be from individuals and/or representations from community groups.

The feedback you provide will supplement the ongoing scheme monitoring and any objections raised during the consultation period. All those will be analysed and summarised in a publicly available report, which will provide a response to the key issues. The purpose of this report will be to conclude whether the trial is made permanent or is removed in part or completely.

The consultation for the A1010S to North Middlesex Hospital Cycle Route trial is open.

Anyone can formally object to the scheme being made permanent. However, an objection must be made in writing, state the grounds on which it is made and be sent to the Head of Traffic and Transportation, Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD, or by e-mail to traffic@enfield.gov.uk, quoting the reference TG52/1455. The period for formal objections ends on Sunday 23^rd May 2021. Responses to individual objections are not going to be provided, but any objection raised will be addressed in a formal report that will inform the decision-making process.

We recognise that there will be a range of views on this scheme, so we will also offer an opportunity to share your feedback on the trial through an engagement survey. This survey is anticipated to open in May for four weeks, prior to the time that the decision on the future of the scheme will be made. The engagement survey responses will be analysed and form a key part of the formal report that will inform any decision made. We will send a further letter once the engagement survey is open on the project page, along with details of how you can request paper copies.

The opening of the consultation for the A1010S to North Middlesex Hospital Cycle Route trial has been postponed due to a delay in the completion of the construction works. Updates will be provided on this page. Residents in the area will also be notified by letter.
