Enfield Council is proposing to introduce a new Controlled Parking Zone (CPZ) in the Edmonton Green area, within the boundaries of Sunnyside Roads (North, South and East) and Leonard Road.

What is being proposed?

A permit parking scheme is proposed to operate from 12pm to 9pm on Event and Match days only to help maximise space for existing residents on these days.

Why is this needed?

Sunnyside Road North, Sunnyside Road East, Sunnyside Road South and Leonard Roads, in Edmonton Green ward, experience heavy parking demand, with residents and visitors all competing for limited on-street space during Event and Match days. This not only makes it difficult for residents to park close to their homes but can also lead to dangerous and obstructive parking. A Controlled Parking Zone can help by ensuring parking availability for residents as well as reducing parking pressure from visitors.

Permit prices

Parking permit charges are set through the Council’s agreed fees and charges schedule, which applies consistently across all CPZs in the borough. These fees contribute to the costs associated with managing, administering, and enforcing parking controls, ensuring that kerbside space can operate safely, efficiently, and in a way that priorities local access. Permit charges also reflect the Council’s wider policy objectives relating to cleaner air, sustainable travel, and the fair use of limited highway space, as outlined in the Enfield Transport Strategy. Event and Match day permits are currently free to residents in the area. A maximum of three permits is allowed per household and is subject to annual review after the first year.

    Enfield Council is introducing a Controlled Parking Zone (CPZ) in the Sunnyside area following statutory consultation with residents in October 2025. The responses to objections report can be found here.

    The Controlled Parking Zone (CPZ) will operate on Event and Match days only from 12pm to 9pm.

    What’s happening?

    • Installation of road signs and posts from Monday 9 February 2026.
    • Road markings and repainting of all disabled parking bays from Monday 16 to Friday 20 March 2026.

    Site notices will be displayed shortly to remind all residents and businesses of the upcoming works.

    Temporary traffic management measures will be used at intervals to ensure that the Council complies with relevant health and safety legislation throughout the project.

    Throughout these works access to all properties will be maintained at all times.

    The Council apologises in advance for any inconvenience, including noise or vibration that may occur during these works. Our contractors and staff will make every effort to minimise disruption during this works period.

    What happens next

    The Council will be writing to all listed postal addresses shortly, regarding the next stage of the proposed introduction of the Sunnyside Controlled Parking Zone. This will consist of parking permit types, their associated prices and how to apply.

    It is hoped that a parking permit scheme with the supporting parking controls will help maximise space for residents and businesses in the area by creating a better balance to parking arrangements and help ensure access for essential services.

    Following the Statutory Consultation TG52/1597, we are currently reviewing the objections and representations received which will be included in a report that provides the Council’s response. This report will inform the decision on whether or not to implement the project and will be publicly available on this project page. If it is decided to proceed the Council anticipates implementing the scheme in February/March 2026.

    Following the engagement period held in June 2025, the Council has decided to proceed to statutory consultation on a draft traffic order with a revised proposal in consideration of resident feedback. Based on the feedback received, it is proposed that the CPZ operate from 12pm to 9pm on Event and Match days only.

    Details of the proposals and draft traffic order TG52/1597 can be found in the Documents section on the right hand side of this project page and will be uploaded onto the Council website here. We invite residents, businesses, and any other interested stakeholders to take part in the statutory consultation. Please make your representation or objection in writing stating the grounds on which it is being made and quoting the reference TG52/1597 no later than 11.59pm on Sunday 26 October 2025.     Following the statutory consultation, a summary of objections and representations will be produced. Enfield Council will provide a response and use the comments received to make a decision on whether or not to implement the CPZ.

    In June 2025 Enfield Council engaged residents on a proposed Controlled Parking Zone (CPZ) for the Sunnyside area in Edmonton Green.

    We heard from 20 people about the proposals, and the report which summarises the feedback can be read here.

    The Council has decided to proceed to statutory consultation on a draft traffic order with a revised proposal in consideration of resident feedback. Based on the feedback received, it is recommended that the proposed CPZ should be during event and match days only. The statutory consultation will be delivered in September. Residents will receive letters which will detail how to participate in the statutory consultation, and information will also be published on this project page.

    The Council is committed to Controlled Parking Zones as an important approach for managing car parking demand. CPZs help ensure that parking is allocated fairly, balancing the needs of residents, businesses, and essential services while also reducing congestion and encouraging sustainable transport.
