North Middlesex Hospital Active Travel Improvements

Enfield Council are proposing to implement an active travel route along Bull Lane N18 in the Upper Edmonton ward, funded by the Department for Transport (DfT) Active Travel Fund (ATF) Tranche 2 which is administered by Transport for London (TfL).

The aim of this project is to provide a continuation of the recently implemented Cycleway 1 extension (‘A1010S to North Middlesex Hospital Cycle Route’ project – for more information please visit the project page here) and a future connection with Cycle Superhighway 1 (CS1) in Haringey.

The total length of the proposed active travel route will be approximately 0.5km. It will extend from the A406 North Circular Road underpass at Bull Lane to the Enfield borough boundary at the southern end of Bull Lane.

The proposals feature a two-way segregated stepped cycle track on the northern part of Bull Lane (up to the junction with Wilbury Way), new zebra crossings on Bull Lane and Wilbury Way for pedestrians and people who cycle, a bus gate at the southern end of Bull Lane, a camera-enforced modal filter at Amersham Avenue and a standard modal filter at Shaftesbury Road.

The proposed interventions will:

  • Deliver a key active travel link which will provide improved access for key workers and visitors travelling to North Middlesex Hospital.
  • Provide a quieter, safer, and more pleasant route that will encourage people to use active travel modes for more of their journeys.
  • Reduce the volume of motor traffic on the part of Bull Lane south of its junction with Wilbury Way and Bridport Road, in order to encourage active travel. This can result in some motor vehicle drivers having to use different routes to access their destination.

  • Bull Lane Bus Gate and Amersham Ave Enforcement

    As part of the North Middlesex Hospital Active Travel Improvements scheme an Automatic Number Plate Recognition (ANPR) camera has been installed to enforce a ‘no motor vehicles’ traffic restriction at the junction of Bull Lane and Amersham Avenue, and a another one installed to enforce restrictions for the bus gate located on Bull Lane between Shaftesbury Road and Hebden Terrace. If a person drives a motor vehicle through the camera-enforced restriction, they will receive a Penalty Charge Notice (PCN). The camera enforcement will begin on Tuesday 29 August 2023.

    The purpose of these measures is to prevent private motor vehicles passing through these points, whist ensuring that buses and other services are not impacted to the extent they would be if the road were physically closed. We have made these changes to provide a quieter, safer, and more pleasant environment that will encourage people to walk, wheel and cycle for more of their journeys.

  • Construction Update - Bull Lane

    We will be constructing a bus gate on Bull Lane beginning Monday 31 July 2023, near the Enfield-Haringey boundary. These works will continue until completion of the bus gate which is estimated to take 3 to 4 weeks. This timeline may change due to any unseen circumstances that arise related to the existing site or works progressing faster than expected.

    In order to carry out the works in a safe and efficient manner we will need to introduce temporary traffic measures. These measures will include a closure on Bull Lane adjacent to the south-eastern corner of the park (DLG planes flying field) from 8am to 6pm each day, meaning motor vehicles will not be able to pass through this closure during these times. Measures will also include parking restrictions and route diversions that will be signed in the area. The diversion routes will be indicated with signage. Access to nearby properties will be maintained; however, properties to the north of these works will only be accessible via Bull Lane from the north and properties to the south will only be accessible via Queen Street from the south.

    We recognise that construction work on our streets can cause temporary disruption to those living or working nearby. Please be assured that every effort is made to minimise any unnecessary noise or foot/vehicle traffic disruption, and we have reminded all staff to be considerate to our neighbours. We apologise for any inconvenience that this work may cause.




  • Bull Lane bus gate & Shaftesbury Road proposals

    Following the conclusion of the statutory consultation on the draft traffic orders TG52 / 1514, Enfield Council are proceeding to implement the proposed changes to the original proposals for a modal filter at the junction of Shaftesbury Road with Bull Lane and a bus gate at the southern end of Bull Lane as part of the North Middlesex Hospital Active Travel Improvements project. The original proposals had been approved by the Council for implementation in February 2022.

    Responses received during the statutory consultation period have been reviewed and considered by the Council. Enfield Council’s responses to the objections and representations made can be seen here.

    The main changes do not affect the purpose of the previous proposals which was to ensure that the volume of traffic that passes through the section of Bull Lane south of its junction with Wilbury Way and Bridport Road is reduced to make it safer for people to walk and cycle without the need for segregated cycle facilities. In addition, the changes continue to support the core aims of this project which are to improve walking and cycling access to North Middlesex Hospital and contribute towards a long-term increase in the levels of active travel.

    The changes to the original proposals for a modal filter at the junction of Shaftesbury Road are as follows:

    • The modal filter at the junction of Shaftesbury Road with Bull Lane will be changed to a point closure that will prohibit people driving vehicles on Bull Lane from turning into Shaftesbury Road, but will allow them to travel westbound on Shaftesbury Road and turn right into Bull Lane.
    • People driving motor vehicles travelling westbound on Shaftesbury Road will be prohibited from turning left into Bull Lane.
    • Footway buildouts will be installed at both the north and south corners of the junction of Shaftesbury Road with Bull Lane.
    • The previously proposed on-street parking bay at the west side of Bull Lane will be removed and an on-street parking bay of a similar length and capacity will be provided at the east side of Bull Lane.
    • The single on-street parking bay at the west end of Shaftesbury Road will be removed and loading restrictions will be introduced.

    The reason for the changes mentioned above is to facilitate egress of Heavy Goods Vehicles (HGVs) facing the westbound direction which serve the existing businesses on the western part of Shaftesbury Road. Without a change to the original proposal, westbound facing HGVs would not be able to undertake turning manoeuvres in order to proceed in an eastbound direction and egress via Commercial Road due to insufficient space at Shaftesbury Road.

    The changes to the original proposals for a bus gate at the southern end of Bull Lane are as follows:

    • The bus gate at the southern end of Bull Lane will be relocated approximately 25 metres northwards.
    • The previously proposed planters at the bus gate will be changed to carriageway buildouts.
    • Short sections of on-street parking bays immediately north and south of the newly proposed bus gate location will be removed.

    The reason for the changes mentioned above is to accommodate an access point to the potential future Selby Urban Village development.

    The associated Notice of Making, Statement of Reasons, and Traffic Management Orders will be advertised in due course and will be made publicly available, with a relevant link provided on the project page.

    Due to the works being impacted by a number of factors, including an emergency repair of a burst pipe by Thames Water, unforeseen ground conditions, and adverse weather, we are now anticipating the works to be completed in late winter 2022-23.

  • Statutory consultation on changes to Bull Lane bus gate & Shaftesbury Road proposals

    A statutory consultation on the draft traffic orders for this project was undertaken in late 2021, the project was granted approval in February 2022, and construction began in May 2022.

    We are now proposing changes to two aspects of the traffic orders which relate to:

    • a modal filter at the junction of Shaftesbury Road with Bull Lane, and
    • a bus gate at the southern end of Bull Lane.

    The draft traffic orders for these changes have been published and the statutory consultation is open until 30 November 2022 where you can make any representations relating to the proposed orders or object to the making of the proposed orders

    All the changes proposed can be seen on the drawings accompanying the draft traffic orders, found in the document library section on the right-hand side of this project page.

    The main changes, which do not affect the purpose of the previous proposals, are summarised below:

    • Shaftesbury Road
      • Change from a modal filter to a point closure that allows westbound vehicles to turn right from Shaftesbury Road into Bull Lane
      • Footway buildouts at both the north and south corners of the junction of Shaftesbury Road with Bull Lane
      • Removal of the previously proposed on-street parking bay at the west side of Bull Lane and provision of an on-street parking bay of the same length at the east side of Bull Lane
      • Removal of the single on-street parking bay at the west end of Shaftesbury Road and introduction of loading restrictions
    • Bull Lane
      • Relocation of the bus gate approximately 20 meters further north
      • Change from planters at the bus gate to carriageway buildouts
      • Removal of short sections of on-street parking bays immediately north and south of the newly proposed bus gate location

    The statutory consultation is open until midnight Wednesday 30 November 2022. Any objection or representation must be made in writing, quoting the reference TG52/1514 and must state the grounds on which it is made. Objections or representations can be made in any of the following ways:

    • online via the consultation survey on this project page,
    • emailed to healthystreets@enfield.gov.uk, or
    • posted to Healthy Streets team, Enfield Council, Silver Street, Enfield, EN1 3XA.

    Following the statutory consultation, a formal report will be produced that summarises the objections and representations. Enfield Council will provide a response and use the comments received to make a decision on whether or not to make the proposed changes.

  • Carriageway resurfacing works

    Enfield Council is undertaking carriageway resurfacing works along Bull Lane from the A406 North Circular Road to Wilbury Way, including the Bull Lane roundabout, as part of delivering the North Middlesex Hospital Active Travel Improvements project.

    The work phases are expected to take place between 21:00 and 05:00 on the following days:

    • Phase 1 – Monday 24 October 2022 and Tuesday 25 October 2022
    • Phase 2 – Thursday 27 October 2022 and Friday 28 October 2022

    Works can be impacted by a range of factors, including the weather.

    In order to carry out the works in a safe and efficient manner we will need to introduce temporary traffic measures. These measures will include the closure of parts of Bull Lane in two phases, closure of some footways, temporary traffic lights, and route diversions. The diversion routes will be indicated with signage. Access to all properties and to the hospital for vehicles and pedestrians will be maintained at all times.     To enable us to carry out this work we will be using machinery and vehicles which may cause some noise. We will try to keep this to a minimum.

  • Construction works in May – September 2022

    Following the decision to implement the North Middlesex Hospital Active Travel Improvements project, Enfield Council are now undertaking the construction works. The improvements form a key part of our plans to create Healthy Streets in Enfield and enable more people to walk and cycle safely.

    The approximate anticipated start date for the works is Monday 23 May 2022 with completion of the works anticipated in September 2022.

    We have planned the construction with the view to minimise inconvenience to the local community as much as possible. However, in order to carry out the works in a safe and efficient manner we will need to introduce temporary traffic measures. These measures will include one-way traffic flow along Bull Lane (North to South), closure of some footways, and temporary traffic signals. Access to the hospital for vehicles and pedestrians will be maintained at all times. Transport for London will divert bus route number 318 via Bridport Road, Gloucester Road, Sterling Way, and Bull Lane to North Middlesex Hospital. The most up to date information on bus diversions will be available on the bus stops and at https://tfl.gov.uk/modes/buses/bus-changes.

  • Confirmation of original decision

    Enfield Council has confirmed the original decision made on 4 February 2022 by the Deputy Leader of Enfield Council to proceed with the implementation of the North Middlesex Hospital Active Travel Improvements project, as a result of the matter having been called-in.

    A works notification letter will be delivered to residents and businesses ahead of any construction taking place.

    A report on the North Middlesex Hospital Active Travel Improvements project has been prepared that provides a summary of the project to date, outlines the proposals, takes into account residents’ feedback collected throughout the statutory consultation, and invites a decision on whether to proceed with its implementation. This report has now been published and a link is available here.
