The Bowes Primary and Surrounding Streets Quieter Neighbourhood (QN) was implemented as a trial in September 2020 using experimental traffic orders, and made permanent in January 2022. The objectives of the project were to create healthier streets within the area, significantly reduce the volume of through motor traffic and enable a longer-term increase in walking and cycling levels. The trial was funded from the first tranche of the Department for Transport Emergency Active Travel Fund, an initiative that was launched in response to the COVID-19 pandemic.

Modal filters are at the following locations:

  • Maidstone Road at its junction with Warwick Road
  • York Road at its junction with Brownlow Road
  • Palmerston Road at its junction with the A406 North Circular Road
  • Warwick Road near its junction with Maidstone Road (between Tewkesbury Terrace and Maidstone Road).

In addition, a restriction was introduced at Palmerston Road at the junction with Kelvin Avenue via a new traffic island restricting right turns from Palmerston Road into Kelvin Avenue. A 20mph maximum speed limit was also introduced on some roads.

During the trial, a range of monitoring activities were carried out to assess the impacts of the scheme. Residents, businesses and other stakeholders had the opportunity to share their comments through the consultation period which commenced at the beginning of the trial and ran until 2 May 2021. A further opportunity to comment was provided in November 2021. The findings from these activities were summarised in the decision report which can be found here. The trial was made permanent in January 2022.

    As a result of the consultation and Equalities Impact Assessment during the trial period of the Bowes Primary Area Quieter Neighbourhood, the decision report for this project recommended consideration of measures to improve access for residents with disabilities and for those with caring responsibilities through potential exemptions. In addition to this, the decision report recommended consideration of increased permeability for the emergency services by expanding the use of Automatic Number Plate Recognition (ANPR) cameras to the modal filter on Maidstone Road.

    Upon further consideration, the Council is proposing to:

    • Convert the Maidstone Road filter to a camera enforced modal filter by introducing a ‘no motor vehicles’ restriction at the location of the current filter

    • Exempt Dial-a-Ride vehicles from the camera enforced filters

    • Introduce a permit system to exempt permitted vehicles from the camera enforced filters.

    Blue Badge Holders residing within the “BOW Permit Zone” will be eligible to apply to the Council for a permit under a category of the ‘BOW’ permit. This permit could either apply to their own vehicle or they could nominate someone else's vehicle where a user of that vehicle has a role in the care of a Blue Badge Holder within the Quieter Neighbourhood area. This caring role could include transportation of the Blue Badge Holder and/or regular visits to the Blue Badge Holder’s home address.

    The BOW Permit Zone is defined by the area in the file named "Plan showing BOW Permit Zone". You can view this on the right hand side of the page under the Document Library.


    In addition to BOW permit holders, Dial-a-Ride vehicles will be exempt from the ‘no motor vehicle’ restrictions at the camera enforced filters. Dial-a-Ride vehicles were identified during the equalities assessment carried out during the trial period as a means of transport that some people rely upon or prefer, for example disabled people and people aged 65 and over.

    Current exemptions for emergency service vehicles and Council waste collection vehicles as defined in TG52/1454 continue to apply.

    These proposals would be likely to result in a small increase in vehicles on the roads within the Bowes Primary Area Quieter Neighbourhood, in particular on Warwick Road and Maidstone Road. There are approximately 250 Blue Badge Holders within the BOW Permit Zone within Enfield. Haringey Blue Badge Holders within the BOW Permit Zone would also be able to apply for a BOW permit. Whilst one of the objectives of the Bowes Primary Area Quieter Neighbourhood project is to reduce motor vehicle movement in the area, the potentially small increase in motor traffic as a result of these permits is considered a reasonable response to the issues identified in the Council’s Equality Impact Assessment.

    The Council will conduct future engagement with residents and disability groups on the potential for the development of this initial approach to permits. This could include the creation of additional categories to the BOW permit such as other carers, and the use of exceptional exemptions in particular circumstances. The intention is to conduct this further work in partnership with other North London local authorities, enabling consideration of how exemptions may work across borough boundaries, where this is relevant.

    Enfield Council has confirmed the Bowes Primary Area Quieter Neighbourhood will be made permanent. Thank you to everyone who has taken the time to feedback on the scheme. In response to feedback raised, we are committed to exploring the best ways to make further improvements. A leaflet is being delivered to the area which describes some of these. The leaflet can be found in the Document Library on this page.

    We are looking at:

    • A further review of whether the scheme would work better for residents if access was switched from the North Circular (A406) to Bounds Green Road
    • Introducing exemptions for Blue Badge holders who live within the area
    • Introducing a School Street outside Bowes Primary School
    • Replacing the bollard on Maidstone Road with a camera which emergency services can easily pass through
    • Ways to improve walking and cycling facilities within the area

    Please note that these will not be in place immediately. We will be providing further updates on each of these over the coming weeks. We also appreciate how important it is that people with disabilities get the support they are entitled to. Please see information at this link if you feel you might be eligible for a Blue Badge.

    A decision on the Bowes Primary and Surrounding Streets Quieter Neighbourhood (QN) has been published and can be found here. The decision has been made by the Leader of Enfield Council to make the traffic orders permanent. This means that the measures that have been trialled in the Bowes Primary QN will stay in place.

    This decision has been made in the knowledge that:

    • A subsequent report is to be produced as soon as possible which explores mitigation measures to improve access for residents with disabilities through potential exemptions and includes consideration of those with caring responsibilities.

    • A subsequent report is produced which recommends the implementation of a School Street at Bowes Primary.

    • The filter on Maidstone Road at its junction with Warwick Road is amended from a bollard to camera controlled filter, increasing permeability for any exemptions, including the emergency services.

    • The filter on Maidstone Road at its junction with Warwick Road is reviewed to determine whether further public realm improvements could be implemented at this location.

    • A review is undertaken of traffic speed and volume on the unclassified roads, monitored as part of this project, that are outside the Bowes QN area. This will inform the potential residential areas of focus for further QN style interventions.

    • A post-project monitoring plan is developed to continue to carry out some high-level monitoring in this area of the Borough.

    • A decision on the implementation of a bus gate on Brownlow Road is taken when further monitoring has occurred following the implementation of Haringey’s Bounds Green LTN, enabling a full assessment of network impact.

    • Measures to improve an East / West walking and cycling route through the area are investigated.

    This decision has been made following a trial in the area since September 2020 including a period of statutory consultation and monitoring activities. The decision is subject to call-in as per Council’s scrutiny process. More information on this process can be found here.     The report on the Bowes Primary Area Quieter Neighbourhood published on the 8th December 2021 has been updated today with an addendum. The update provides the decision maker with additional information about the traffic analysis conducted on data collected in September 2021 during the fuel crisis. The recommendations and conclusions within the report have not changed. The report is still under consideration, with a decision anticipated shortly.

    The Bowes Primary Area Quieter Neighbourhood was implemented as a trial under Experimental Traffic Orders (ETOs) and the project has been under review since implementation.

    Restrictions on travel due to Covid-19 were lifted fully in July 2021 and with schools returning in early September, a further set of traffic data was collected towards the end of that month to help assess the impacts of this trial. The Council is now reviewing this data with the intention of publishing a report (following the interim report published in June 2021) before the end of the year.

    Prior to finalising this report, we would like to offer you a further opportunity to share with us any final comments on the Bowes Primary Area Quieter Neighbourhood trial. All responses will be considered alongside objections and representations previously made during the consultation period (held from 28 September 2020 to 2 May 2021). If you would like to do so, please make your objection or representation in writing stating the grounds on which it is being made and quoting the reference TG52/1454. You can send this via one of the following means:

    Whilst the Council will not be providing individual responses to any further comments, these will be responded to in the published report, along with the rest of feedback that has already been received.

    BOWES PRIMARY AREA QUIETER NEIGHBOURHOOD – WHAT IS IT?

    The Bowes Primary Area Quieter Neighbourhood refers to measures implemented as a trial in Summer 2020. The trial introduced a number of measures including modal filters on Warwick Road, Maidstone Road, York Road and Palmerston Road.

    Haringey Council is currently investigating similar measures in the area and is analysing results of the consultation undertaken in August / September 2021 on proposed trial measures. Further information can be found on Haringey’s website here.

    The trial of the Bowes Primary and Surrounding Streets Quieter Neighbourhood has been in operation since September 2020. The Bowes Primary Area Quieter Neighbourhood includes modal filters which prevent motor vehicles from passing through these filters but allow for walking and cycling. Exemptions apply to emergency services. Enfield’s trial modal filters are located on Warwick Road, Maidstone Road, York Road and Palmerston Road.

    Haringey has written to residents inviting feedback on their proposals to deliver similar interventions in the area under the Bounds Green LTN project. We recognise that both projects are very closely linked. We have been and continue to work closely with Haringey Council to align our proposals so that they are complementary to each other as a scheme that covers a wider area, rather than separate schemes within each local authority’s boundary. This means that conversations have occurred to discuss how each authority’s plans may impact residents in the other, and vice versa.

    Haringey’s proposals aim to improve air quality, reduce traffic levels and enable safer walking and cycling in the area. Should they be implemented, they will affect how some Enfield residents travel through and experience the area.     The trial of the Bowes Primary Area Quieter Neighbourhood is ongoing to enable the opportunity to collect further traffic data that is more representative of ‘normal’ conditions. No decision has been made by Enfield Council at this time to remove it, make changes, or make it permanent. With this understanding, Haringey Council has presented their plans which do not include any changes to the Enfield trial.

    The consultation for the Bowes Primary Area Quieter Neighbourhood project was run from 28 September 2020 to 2 May 2021. The engagement report has been published and is now being considered in decisions about the next steps of the trial. There will be a further opportunity to comment on Enfield’s Quieter Neighbourhood in the coming months.

    An interim report has been prepared for Bowes Primary and Surrounding Streets Quieter Neighbourhood project. The report is being submitted to the Cabinet of Enfield Council and will be discussed at the next Cabinet meeting on 16 June 2021. Ahead of the meeting, the report is published on Enfield Council’s website. You can find a link to the report at the following link:


    The report includes an interim update of monitoring activities before further traffic data collection is planned to be carried out later in the summer prior to the end of the school year. The report also includes an interim report of the analysis of the public consultation. This community feedback, including suggestions for change, will now be considered further as part of the design development work that is ongoing with Haringey Council.

    A full copy of the report will be uploaded to the project page following any decisions at the Cabinet meeting on the 16th June.


    A further decision report will follow for this project, anticipated later in the Autumn/Winter of 2021.

    The consultation survey closed on 2nd May 2021. Thank you to everyone who shared their views. An independent agency is analysing the responses and preparing a consultation summary report which will be published.

    As we continue to monitor the trial, we have been co-ordinating with Haringey as they progress their Low Traffic Neighbourhood (LTN) programme. The Bounds Green area adjacent to Bowes is one of three areas in their programme.

    Haringey wrote to residents last week with details about:

    • Design workshops being held this week before further consultation on their designs later this summer
    • A disabled people and carers survey
    • Haringey’s next steps in their LTN programme.

    Enfield Council is installing secure cycle parking on several roads within the Bowes Primary Area Quieter Neighbourhood between 15-20 April 2021. Two units will be installed on each of Palmerston Road, Kelvin Avenue and Russell Road, one unit on Melbourne Avenue and one unit on Sidney Avenue.
