New River (Tenniswood Road) to Brick Lane Walking and Cycling Route

Share on Facebook Share on Twitter Share on Linkedin Email this link

As part the Journeys and Places programme, Enfield Council is proposing a walking and cycling route from the New River (at the Tenniswood Road bridge) to Cycleway 1 (Hertford Road) via Brick Lane. This proposed route will connect with the Enfield Town to Broxbourne Walking and Cycling Route at Tenniswood Road, and pass the Enfield Playing Fields as well as Bishop Stopford’s School and Suffolks Primary School. This project is part of the Council’s work to encourage more people to walk, wheel and cycle in the borough.

We are launching a period of engagement to hear from residents, businesses and others interested in the project about their ideas for the route, their views on the proposed alignment for the route, and any issues in the area we should know about regarding walking, wheeling and cycling.

The proposed interventions will:

  • Improve facilities for people travelling east to west by walking, wheeling and cycling
  • Link the Enfield Town to Broxbourne Walking and Cycling Route with Cycleway 1 (A1010 North) and the cycle route through Enfield Playing Fields
  • Increase the number of green spaces around Brick Lane.

A report that details the progression of the New River to Brick Lane Walking and Cycling Route project has been published. This report has been approved by Cllr Rick Jewell, Cabinet Member for Environment, and delegates the authority to the Journeys and Places Programme Director in consultation with the Cabinet Member for Environment to progress the project in stages subject to funding and the statutory consultation outcome.

The report can be found here (link), with Appendices here (link) and here (link).

Please note that this report is different to the report that will address the making of the traffic order for Phase 1 of the project. We will post an update on the recent statutory consultation on the draft Traffic Order TG52/1547 in the coming weeks.

  • January 2024 - Statutory Consultation New River to Brick Lane Phase 1

In January 2023, we invited residents to share their ideas and issues to inform the development of Enfield Council’s proposal of a walking and cycling route from the New River (at the Tenniswood Road bridge) to Cycleway 1 (Hertford Road) via Brick Lane. This project is being proposed as part of the Journeys and Places programme. This period of engagement with the community informed the design for the walking and cycling route which is planned to be delivered in phases.

The draft Traffic Order TG52/1547 for Phase 1 of this project has now been published and we invite you to make a representation or objection through the statutory consultation. In addition, we welcome your comments on some proposals for the project that we are looking to deliver later as funding becomes available.

The New River (Tenniswood Road) to Brick Lane project will consist of a quiet cycleway and improvements for people walking to make it a safer and more attractive route to walk, wheel and cycle. The draft Traffic Order proposes changes to waiting and loading restrictions. The proposed interventions aim to:

    • improve accessibility of the area for all road users
    • enable more people in the area to walk and cycle, increasing levels of physical activity
    • reduce the speeds at which motor vehicles travel along Brick Lane.

    The proposals feature:

    • removal of the staggered cycle barriers at Soldiers Alleyway
    • improvements to the entrance of both Soldiers Alleyway and the pathway from Oldbury Road leading to the A10
    • enhancements to shared paths and implementation of cycle demarcations
    • two buildouts that feature rain gardens as traffic calming measures along Brick Lane
    • the conversion of speed humps to be cycle friendly at Brick Lane.

We invite residents, businesses, and any other interested stakeholders to take part in the statutory consultation on these proposed changes. Please make your representation or objection in writing stating the grounds on which it is being made and quoting the reference TG52/1547 no later than 11.59pm on Sunday 11 February 2024. You can submit your objections or representations in any of the following ways:

    • online via the survey here
    • by email to journeysandplaces@enfield.gov.uk, or
    • in writing to ATTN Journeys and Places, Enfield Council, Silver St, EN1 3XA

In addition, we invite your comments via the survey on the additional elements of the route that we are exploring, including:

    • the introduction of additional rain gardens
    • an improved cycling link with Hertford Road
    • improved pedestrian crossings on Brick Lane side streets to prioritise pedestrians, reduce the vehicle approach speeds, reduce the carriageway width and increase space for people walking
    • the removal of footway parking at the junctions of Brick Lane with Gough Road, Wolsey Road, Hammond Road, Barnard Road, Mapleton Road, Orchardleigh Avenue and Yeomans Way.

  • October 2023 - Early Engagement summary Report

Engagement Summary Report has now been published

Thank you to everyone who shared their ideas and issues on the New River to Brick Lane Walking and Cycling Route project earlier this year. We have now published the Engagement Summary Report which can be found under the ‘Documents Library’ tab on the right hand side of this project page. The report details the process we undertook to engage people in this project and hear your ideas and issues that will inform the design. It includes information on who took part and summarises what we heard from participants. These findings will be considered throughout the design process as we progress this project.

The next phase of the project is the detailed design. The project will be subject to a statutory consultation and approvals. If approved, implementation is expected to begin in Spring 2024. Timelines may be adjusted as we gain more insights, and regular updates will be provided to keep all stakeholders informed.

We would like to thank everyone who got involved and shared their ideas and issues with us.

  • July 2023 Early engagement analysis report

The Journeys and Places Team would like to express our gratitude to all those who actively participated in the engagement process that took place earlier this year for the New River (Tenniswood Road) to Brick Lane Walking and Cycling Route project. The early engagement report is currently being prepared and will be published shortly.

Since the engagement period we have been working on the concept design for the project. The ideas and issues raised by residents during the early engagement process has contributed to the development of these designs. The primary focus of this scheme is the implementation of a Quiet Cycleway, which will extend from the New River (at the Tenniswood Road bridge) to Cycleway 1 (Hertford Road) via Brick Lane. Additionally, we have proposed interventions that aim to enhance the experience of walking and cycling throughout the entire route.

Moving forward, our next step entails developing a detailed design for the project. We will share the design with the community in due course. Should the project continue to progress, the draft traffic order for the project will be subject to a period of statutory consultation. This offers residents the opportunity to voice their support or objections to the proposed plans and review the detailed proposals. We will write to residents and businesses in the area as well as post an update on the project page with more information about this opportunity when it arrives.

We sincerely appreciate your continued involvement and support in this project.

  • Online Public Webinar

Share on Facebook Share on Twitter Share on Linkedin Email this link

We invite residents, businesses and others interested to a webinar to be held on Microsoft Teams.

The webinar will be held on January 30th, 2023 from 6pm to 7pm.

The webinar can be accessed at the following link: https://tinyurl.com/NRBL-Webinar

This will be an opportunity to hear about the project from the project team. We will explain the purpose and objectives of the project, discuss the proposed route, give people information on how to share their comments, and provide an opportunity for people to ask the project team questions.

  • Community engagement open to share your ideas

Share on Facebook Share on Twitter Share on Linkedin Email this link

We want to hear from you about your ideas for walking, wheeling and cycling in this area that could be incorporated into our planning for this route. This includes ideas for making it safer, more accessible and enjoyable such as more planting, nearby cycle parking or identifying points at which people could cross the road. We’d also like to hear about any issues people face in regard to walking, wheeling and cycling in the area, and your feedback on where the route is proposed to run.

Share your ideas and issues with us via the interactive map on the project page where you may drop a pin along the route and provide your ideas as well as identify issues related to walking and cycling in the area.

The map will be open for you to share your comments until midnight Wednesday 8 February 2023.
