The Fox Lane Area Quieter Neighbourhood project is part of a Borough wide programme, which aims to:

  • reduce the volume of motor traffic in residential neighbourhoods
  • reduce the speeds that people drive at on our residential streets
  • reduce the ability for people driving to 'rat run' through residential streets
  • improve the liveability, amenity and safety of our neighbourhoods
  • enable residents to walk and cycle safely from their front door, to connect with public transport or major walking and cycling routes
  • increase the health and wellbeing of residents and strengthen community cohesion

Quieter Neighbourhoods and the wider Journeys and Places programme intended to achieve Council aims to see more people walking, cycling or using public transport for short trips in the borough. Long-term benefits include better public health, reduced pressures on the NHS, less motor vehicle pollution and improved air quality, which will also help deal with the declared climate emergency.

    The council has now completed final works around the Fox Lane bridge.

  • Changes to waiting restrictions in The Walk

    Enfield Council is making changes to waiting restrictions on the north side of the Fox Lane Bridge, between Palmadium Close and Pellipar Close. This includes the introduction of new “at any time” waiting restrictions along the northern side of Fox Lane Bridge which aim to keep the area clear for the movement of traffic and ensure that the flow of traffic will not be obstructed by parked vehicles.

    Earlier this year Enfield Council proposed these changes under draft Traffic Management Order TG52/1536, which was subject to a statutory consultation held in June and July 2023. Following a review of the objections and representations received through the statutory consultation, a decision has been made to make part of the traffic order and therefore implement the following changes.

    Proposed changes that will be implemented:

    • changes to waiting restrictions along the northern side of Fox Lane Bridge between Palmadium Close and Pellipar Close to ensure this area is kept clear for the movement of traffic. This includes the introduction of new “at any time” waiting restrictions in Fox Lane N13. This is to prevent parking and ensure this area is kept clear for the movement of traffic.

    Proposed changes that will not be implemented:

    • changes to waiting restrictions along the southern side of Fox Lane Bridge to ensure these areas are kept clear for the movement of traffic and revoke the section of the “Monday to Saturday 8am to 6.30pm” waiting restriction on Fox Lane, south-east of the railway bridge, to provide unrestricted parking spaces.

  • Fox Lane Area Quieter Neighbourhood Traffic Monitoring Report

    Enfield Council has undertaken various monitoring activities in the Fox Lane and Surrounding Streets Quieter Neighbourhood both during the trial period as well as since the scheme was made permanent in early 2022. The purpose of monitoring traffic volumes since the scheme was made permanent was to further review traffic volumes in the surrounding area, and to understand how traffic volumes may have changed since monitoring undertaken during the trial period.

    The analysis identified two new areas for additional monitoring and mitigation measures. More details on the “Arnos Grove and Morton Way Review” can be found here, and the “Queen Elizabeth Drive, Wynchgate and Park View Review” can be found here.

    This concludes the monitoring work for the Fox Lane Area Quieter Neighbourhood. The final aspect of this project will be completing the statutory consultation on the area around The Walk and some final works in respect of the pedestrian provision over Fox Lane bridge. Updates on this will be provided in due course.

  • Statutory consultation: Proposed changes to parking and waiting restrictions in The Walk

    Enfield Council is proposing changes to waiting restrictions along the Fox Lane bridge and to parking restrictions on Fox Lane between the railway bridge and Pellipar Close. We are writing to you because you may be affected by some of the proposed changes.

    A letter was previously issued to you inviting you to make an objection or representation as part of the statutory consultation on the draft traffic order TG52/1504. The design has been amended to address feedback received from residents and stakeholders and the draft traffic order has been amended to reflect these changes. The updated design includes:

    • changes to waiting along the north and the south side of Fox Lane bridge to ensure these areas are kept clear for the movement of traffic. This includes the introduction of new “at any time” waiting restrictions along the Fox Lane bridge; and
    • changes to parking on Fox Lane between the railway bridge and Pellipar Close. This includes removing sections of yellow lines to introduce approximately 5 unrestricted parking spaces.

  • ANPR camera enforcement in the Fox Lane Area Quieter Neighbourhood

    Automatic Number Plate Recognition (ANPR) cameras will soon be used to enforce the following modal filters in place at the following locations:

    • Selborne Road at its junction with Fox Lane,
    • Oakfield Road at its junction with The Mall and
    • The Mall at its junction with Fox Lane

    At present, a bollard is in place to restrict motor vehicles from passing through these filters. People walking and cycling can pass through the filters. Our contractor is due to be on site to remove the bollard at each of the above locations within the next fortnight. The enforcement cameras will become operational as soon as the bollards are removed by our contractor. Once the bollards are removed, motor vehicles will not be permitted to drive through the traffic restrictions, unless exempt.

    We are making these changes to provide more access points to the area for emergency services and virtual permit holders. Emergency services and Transport for London Dial-a-Ride vehicles will be automatically exempt from these new camera-enforced traffic restrictions.

    Blue Badge holders residing within the Fox Lane QN are eligible to apply for a virtual permit. For more information, and to apply for a virtual permit, please visit: https://new.enfield.gov.uk/services/parking/parking-permits-rb/. If you have already been issued with a FOX virtual permit you do not need to re-apply and you will be able to pass through the new camera-enforced traffic restrictions in your nominated vehicle without receiving a PCN.

    Camera-enforced traffic restrictions (modal filters) are already in place at the locations listed below. No changes are proposed at these locations.

    • Meadway, south of Bourne Avenue;
    • Conway Road at its junction with Fox Lane; and
    • Fox Lane at the bridge over the railway.

  • Changes to waiting and loading restrictions near Southgate Circus

    Changes to waiting and loading around Southgate Circus and its approaches and exits are being made to ensure these areas are kept clear for the movement of all traffic, including emergency services, buses and other large vehicles.

    The Notice of Making, Statement of Reasons and Traffic Management order can be viewed here.

    Alongside the Notice of Making, the Council has also published a proposal to increase car parking provision on Fox Lane near The Walk. A decision on that aspect of the Order will be taken at a later date.

  • Exemptions from camera enforcement filters for Blue Badge holders living in the area and TfL Dial-a-Ride vehicles

    We have introduced a virtual permit system (“FOX Permit”) to the Fox Lane Area Quieter Neighbourhood (Fox Lane QN).

    Blue Badge holders residing within the “FOX Permit Zone” as shown here can now apply for a FOX virtual permit. FOX virtual permit holders can nominate one vehicle to pass through camera enforced modal filters within the Fox Lane QN without receiving a Penalty Charge Notice. As a Blue Badge is personal, eligible Blue Badge holders must nominate the vehicle to which the exemption applies.

    The virtual permit must be applied for as it is not able to be applied automatically to a Blue Badge holder. One vehicle per Blue Badge holder may be nominated. There is no charge for a permit.

    Transport for London Dial-a-Ride vehicles are now also exempt from all camera enforced modal filters within the Fox Lane QN.

    Camera enforced modal filters are in place at the following locations:

    • Meadway, south of Bourne Avenue;
    • Conway Road at its junction with Fox Lane; and
    • Fox Lane at the bridge over the railway.

    New signage has been installed on site to reflect the exemptions for FOX virtual permit holders. There is no change to access for emergency service vehicles, which continue to be exempt from camera enforced filters.

    Please refer to the FAQs on this page for more details about the FOX virtual permit.

    Following the approval of the decision to remove the bollards at three locations within the Fox Lane QN and install cameras instead to enforce the no motor vehicle restriction, we have been preparing the sites for these changes. The three locations are:

    • Selborne Road at its junction with Fox Lane;
    • The Mall at its junction with Fox Lane; and
    • Oakfield Road at its junction with The Mall.

    We are working to complete the change to camera enforcement at these three locations as soon as possible in the new year. Exemptions for emergency services, Transport for London Dial-a-Ride vehicles and FOX permit holders will automatically apply once these works are complete and the bollard has been removed.

  • Decision published about amendments to the Fox Lane Area Quieter Neighbourhood

    A decision on making amendments to the Fox Lane Area Quieter Neighbourhood (QN) has been published and can be found here. The decision has been made by the Leader of Enfield Council following the publication of a report addressing two existing permanent Quieter Neighbourhoods. The decision has been made to:

    • Make necessary traffic management orders (TMOs) to:
      • Convert three existing modal filters with a bollard to camera enforced modal filters by introducing a ‘no motor vehicles’ restriction at Selborne Road, Oakfield Road and The Mall
      • Introduce exemptions for Blue Badge holders living within the QN area and Dial-a-Ride vehicles to the existing camera enforced modal filters on Fox Lane, Meadway and Conway Road. The exemptions shall also apply to the three locations being converted to camera enforced modal filters listed above (Selborne Road, Oakfield Road and The Mall).
    • Carry out monitoring on selected roads outside of the Fox Lane QN area
    • Continue with small scale and minor improvements, which were identified during the trial period in response to feedback received and monitoring data, such as new advanced warning signage.

    The decision also confirms the Council’s recommendation not to make further changes to the restriction on the Meadway following an engagement survey conducted earlier this year about potential changes to the restriction on the Meadway. Please refer to the published report for details about the recommendation.

  • Amendments to the Fox Lane Area Quieter Neighbourhood

    Recommendations for amendments to the Fox Lane Area Quieter Neighbourhood have been published in a report that can be found here. The recommendations are included in a report that addresses two existing permanent Quieter Neighbourhoods. The recommendations are that the Council:

    • Makes necessary traffic management orders (TMOs) to:
    • Convert three existing modal filters with a bollard to camera enforced modal filters by introducing a ‘no motor vehicles’ restriction at Selborne Road, Oakfield Road and The Mall
    • Introduce exemptions for Blue Badge holders living within the QN area and Dial-a-Ride vehicles to the existing camera enforced modal filters on Fox Lane, Meadway and Conway Road. The exemptions shall also apply to the three locations being converted to camera enforced modal filters listed above (Selborne Road, Oakfield Road and The Mall).
    • Carries out monitoring on selected roads outside of the Fox Lane QN area
    • Continues with small scale and minor improvements, which were identified during the trial period in response to feedback received and monitoring data, such as new advanced warning signage.


    The report also presents the findings from the engagement survey we conducted earlier this year about the Meadway. Residents were invited to share their views on whether the scheme would work better for them if the current restriction on Meadway was removed entirely, operated on a timed basis, or retained as is. After having considered a number of factors, the Council has made the recommendation not to make further changes to the restriction on the Meadway. Please refer to the published report for details about the recommendation.


    This report, and each of the recommendations, is under consideration by the Leader of the Council with a decision anticipated shortly.


  • Changes to waiting and loading restrictions near Southgate Circus, and parking on Fox Lane (between the railway bridge and Pellipar Close)

    Enfield Council is proposing changes to waiting and loading restrictions around Southgate Circus and to parking restrictions on Fox Lane between the railway bridge and Pellipar Close following a review of traffic data and feedback received from residents.

    Southgate Circus

    Changes to waiting and loading around Southgate Circus and its approaches and exits are proposed to ensure these areas are kept clear for the movement of all traffic, including emergency services, buses and other large vehicles. This includes the introduction of new “at any time” waiting and loading restrictions on some sections of Southgate Circus N14, Chase Side N14, High Street N14, The Bourne N14 and Winchmore Hill Road N14.

    Fox Lane (between the railway bridge and Pellipar Close)

    Changes to parking on Fox Lane between the railway bridge and Pellipar Close are proposed. This includes removing sections of yellow lines to introduce approximately 10 unrestricted parking spaces on Fox Lane.
