Enfield Town is located in the heart of Enfield and is the largest town centre in the borough and is a historic market town, home to a market that was first established in 1303 and is still operational today.
Enfield Town is also home to 7% of the borough’s jobs and 8% of businesses, making it the largest economy of our five priority town centres. Employment is predominantly in the retail and public administration sectors, driven by the large number of high street shops and the Council offices.

Enfield Town will be undergoing an exciting transformation that will see a range of improvements delivered in the coming years.
Enfield Council is focused on working with the community to create a healthy town centre that encourages more people to visit and enjoy their time in Enfield Town. As such, we are bringing forward proposals to deliver new and improved public spaces, alongside better pedestrian, bus and cycling facilities that will mean people can arrive to and get around the town centre by foot, cycle, bus or car.
We have engaged the community since 2019 to hear the views of residents, businesses and other stakeholders to shape the vision for the future of Enfield Town. We have heard from over 3000 people through the Let’s Talk Enfield Town engagement activities and events.
From our early conversations with the community, five Design Principles were established to shape the vision for future of Enfield Town, which is that Enfield Town is:
- Is safe for all;
- Has a vibrant economy;
- Is a great place to be;
- Offers transport choices; and
- Celebrates its heritage
In late 2020 we published and consulted on an earlier proposed plan to improve Enfield Town. This included the introduction of a 20-mph speed limit in the Town Centre, improvements for public transport users and introducing a series of facilities to make it safer to walk and cycle to and around the Town Centre. A series of co-design workshops were also convened on four public spaces in Enfield Town including the Library Green and Town Park entrance, Fountain Island, Enfield Town Station Plaza, a proposed new public square at the junction of Little Park Gardens and Church Street (near Nationwide Building Society). Developed proposals for these public realm spaces were then shared in 2021.
The input from the community across engagement activities and events since 2019 has been used to inform the proposed designs for Enfield Town that are available to view here.

The mural is inspired by the John Keats’ poem ‘To Autumn’ and celebrates the town centre’s rich literary heritage and its connection to nature.
The council is applying for planning permission. You can find the Planning Application here and also leave a comment and express your support or objection.

Applications are now open to join the Enfield Town Steering Group and shape the next chapter of the town centre. This will be an independent organisation enabling business, community and public sector partners to act together for the benefit of Enfield Town and to achieve the shared vision.
Deadline: 22 Sept 2025
Applications will be reviewed by an independent assessor (Augarde & Partners).
What will the Steering Group do?
This new group is created to champion the co-ordination of existing activities and launch new initiatives to improve the town centre. Enfield Council has pledged £25k to support a pilot period, to fund an Independent Chair, support admin and secretariat duties, and an initial project budget (£10k). The Steering Group will decide how to allocate this budget to support a range of existing and new projects.
A recent action plan, developed by local stakeholders in Enfield Town, highlighted the need for Enfield Town to become a safe, vibrant, and inclusive space that supports a thriving daytime and night-time economy-celebrating its market town heritage, cultural diversity, and local arts. But the stage will be yours to decide which projects are taken forward!
How did this come about?
Over recent months, businesses, community groups, and public organisations in Enfield Town have worked together to create the new Steering Group. Funded by Enfield Council, the process was supported by specialist consultancy Augarde & Partners, who helped stakeholders design a new governance structure. The need for a stakeholder-led model had been identified through ongoing engagement with local businesses and community groups since 2022.
This year, more than 30 stakeholders contributed ideas on the group’s potential role, responsibilities, and activities. A smaller group then dedicated their time and energy to shaping a structure that benefits the whole town. The result is a Pilot Steering Group, designed to evolve into a more formal body in future, with the potential to become an incorporated organisation capable of delivering larger-scale projects.
Who will be in the Steering Group?
The oversight structure is set up to enable strong, representative collaboration between community organisations, businesses, Enfield Council and other public bodies. The aim is to provide an inclusive platform for diverse voices, including smaller and temporary traders.
Community champions will be individuals from representative local organisations.
There will be a maximum of 12 active members of the group comprising of:
- max 4 from community, cultural and voluntary sector organisations;
- max 4 from businesses; at least one of which must be a representative of retailers;
- max 4 from public sector organisations, including Enfield Council.
Champions will be members of the group and membership is open to any person who is:
- Committed to creating a vibrant town centre
- Living or working in Enfield
- Representing an organisation, business or group, rather than individual interest
- Politically neutral / not representative of a political party
In addition, we will be establishing a group:
- Regardless of gender, race, nationality, disability, socio-economic status, sexual identity, religion or belief etc.
- To be as representative as possible of the local demographic
And, membership will be discussed by the Steering Group once-a-year in order to identify gaps in audience representation and agree on further outreach and actions.
What will Community Champions be responsible for?
They will play an important role in identifying, initiating and supporting projects in Enfield Town. They will be in touch with their communities, making sure that the allocation of project budgets is carried out in an inclusive way. They will have the opportunity to shape the future of the Steering Group, reviewing achievements, lessons learned at the end of the Pilot period.
Responsibilities can include but are not limited to:
- Commitment is initially for the Pilot period (approx October 2025 – July 2028, subject to funding)
- Attendance at 6 Steering Group meetings per year
- Developing the annual programme of activities and projects for TC improvement
- Ensuring the annual programme of activities and projects has a resource plan and can be delivered, with long-term maintenance considered, where relevant
- Where appropriate coordinating projects and activities or even delivering directly
- Raising funds for projects and activities
- Advising on developments at an early stage to ensure TC community voice is included
- Communicating work of the Steering Group to the wider community and wider promotion of Enfield Town
- Seeking and encouraging new champions/active members members to join the group at relevant intervals

This artwork has been delivered as part of the Enfield Town Liveable Neighbourhoods project. The new mural by artist Agwa is inspired by John Keats’ poem of the same name and celebrates the town centre’s literary heritage and its connection to nature. Drop-in during this time to meet the artist and learn about the mural.
As part of the To Autumn project Agwa delivered a workshop with students at St Annes School. The workshop started by annotating John Keats' poem and highlighting its context to Enfield Town. Participants then created visual responses to the poem by painting their own artwork.
The most popular motifs highlighted by the students in "To Autumn" were:
- Fruitfulness, fruit, fruit on the vine
- Later flowers, bees, fumes of poppies
- Maturing sun (sunrise), subtle plains, rosy hue, barred clouds
- Ripeness, bright colours
Agwa used these motifs to create and develop the design and colourways for the artwork, which was then shared through engagement with library visitors and also online – giving local residents the opportunity to feedback on the design and vote for their favourite colourway.

We invite you to view the draft traffic order TG52/1587 and make a representation or objection through the statutory consultation process.
The Enfield Town Liveable Neighbourhood project proposes improving public realm spaces to provide places to stop and rest and promote a bustling and vibrant town centre. It also proposes improved walking and cycling facilities as well as public transport passenger facilities to reduce car use and promote sustainable transport options. This project is part-funded by Transport for London.
This is an ambitious plan for our Town Centre and the Council. The Council is delivering the project in phases as funding becomes available. Below is a summary of the interventions proposed as part of Phase 2:
- Introducing sections of cycle lanes (that will form part of the cycleway once key phases of the wider project have been implemented)
- Changes within the New River Loop Car Park, including access to the car park to be from Southbury Road only. Access to St Andrew’s Road (past the car park access point) will be for emergency vehicles only. Access for people walking and cycling will continue to be permitted.
- Introducing a dedicated pick-up/drop-off point outside the Enfield Town Station Plaza
- Widening the existing crossing on Church Street west of Burleigh Way (by the western entrance to the shopping centre)
- Widening the existing crossing outside the Market Square
- Improving and relocating the crossings on London Road and Genotin Road
- Improvements to the signalised junctions within the Enfield Town Liveable Neighbourhood Phase 2 area
- Relocating the bus stand from Cecil Road onto Church Street
- Introduction of a 24hr bus lane on a section of Church Street permitting buses, taxis, motorcyclists and cyclists
- Merging bus stops on Cecil Road
- Localised repositioning of the bus stops on London Road and Genotin Road
- Readjusting the position of two disabled bays on Sarnesfield Road to allow better access
- Introducing a 3hr stay limit to the existing disabled bays on Sarnesfield Road
- Changes to waiting and loading within the Enfield Town Liveable Neighbourhood Phase 2 area. This includes introducing a Red Route along the high street, as well as replacing the No Waiting No Loading At Any Time restrictions recently implemented as part of Phase 1
- Introduction of a raised table on The Town, London Road and Cecil Road
In addition, Phase 2 interventions also include new greening, the transformation of Enfield Town Station Plaza, widening footways, resurfacing and footway improvements that have been shared with the community through previous engagement. These features don’t require a Traffic Order and are therefore not part of this statutory consultation.
The design for the Enfield Town Station Plaza is currently being discussed with third parties responsible for this land including Arriva Rail London, Network Rail and Transport for London.
Update on the Market Square
During previous Enfield Town Liveable Neighbourhood engagement stages, ideas have been shared on opportunities to integrate changes to the Market Square as part of the project. The Trust (who owns the Market Square land) remains committed to the Market Square as an integral part of Enfield Town, however this land will not be part of the Liveable Neighbourhood scheme going forward. The Council and the Trust will continue to work together on how these spaces work together in the future.
As the existing car park and market on the Market Square remain, the Council is exploring opportunities to reimagine the public highway outside the Market Square and to align these proposals to the current surroundings in this location. We are excited to share some ideas for how this space can provide some greening, seating and opportunities for art, and we would like to invite you to help shape these proposals.

Please note that suggestions for this space are being considered separately to the statutory consultation.

On Thursday 19 June alongside one of the community drop-in sessions, we will be launching a new mural at Enfield Town Library, titled ‘To Autumn’. This artwork has been delivered as part of the Enfield Town Liveable Neighbourhoods project and will be part of the Enfield Town Art Trail. The new mural by artist Agwa is inspired by John Keats’ poem ‘To Autumn’ and celebrates the town centre’s literary heritage and its connection to nature. Join us to launch this new artwork between 12-2pm at Enfield Town Library on Thursday 19 June, while also viewing the proposals and speaking to the project team about Phase 2 of the Enfield Town Liveable Neighbourhood project.
Statutory consultation on draft Traffic Order TG52/1587

We invite residents and anyone interested to provide an objection or representation to the draft traffic order through the statutory consultation. The statutory consultation is open until midnight on Sunday 13 July 2025. Any objection or representation must be made in writing, quoting the reference TG52/1587 and must state the grounds on which it is made. Objections or representations can be made in any of the following ways:

Phase 1 has delivered several enhancements to the area, including:
- Upgrades on Cecil Road: Now complete, including the new signalised crossing connecting Library Green to Town Park.
- Implementation of Saddlers Square: At the junction of Church Street and Little Park Gardens (next to Nationwide Building Society), the square features new seating and rain gardens.
- Community-Inspired Design Elements: Stepping posts and river path features co-designed with children from George Spicer School, enriched with poetry from Enfield Poets.
- Library Green Improvements: A newly widened diagonal footpath now seamlessly connects the town centre to Town Park through a realigned pedestrian crossing point.
- Raised Table on Cecil Road
- And other improvements such as: greening and wider footways along the high street and carriageway resurfacing

Upgrades along Cecil Road are nearly complete and the signalised crossing from Library Green to Town Park is now open to the public. The new Saddlers Square at the junction of Church Street and Little Park Gardens (next to Nationwide Building Society) is starting to take shape with seating and rain gardens nearing completion. Work is also progressing in the Library Green to implement a foot path that runs diagonally across the green connecting the town centre to the park.
The project is on track for completion in mid-November, after which a small celebration event will be held to mark the project completion and the community involvement. Keep an eye out for more details that will follow soon.

Residents were invited to make a representation or objection via a statutory consultation. Following the statutory consultation, a decision report was drafted and approved by the Programme Director of Journeys and Places, in consultation with the Cabinet Member for Transport and Waste, Cllr Rick Jewell. This report gives the authority to progress with the implementation of the raised table as part of Phase 1 of the wider ETLN scheme. The raised table is now scheduled to be implemented in November.

The raised table is proposed to be 70mm high and placed west of the Sarnesfield Road junction, and east of the signalised toucan crossing adjacent to the park entrance. A new pedestrian guardrail to discourage pedestrians crossing away from the designed crossing point is also proposed. There are no changes to waiting and loading provision proposed.
The Enfield Town Liveable Neighbourhoods project proposes improved walking and cycling provisions as well as public transport passenger facilities to reduce car use and promote sustainable transport options. It also has a focus on improving public realm spaces that provide places to stop and rest and promote a bustling and vibrant town centre.

Following the statutory consultation, a decision was made to implement Phase 1 of the project, and we are now writing to inform you of construction works taking place.
What works will be occurring?
Below is a summary of the interventions being delivered as part of Phase 1:
- Closure of the eastern end of Little Park Gardens at its junction with Church Street to create a new public square.
- Changes to how traffic will operate on Little Park Gardens to facilitate the road closure.
- Changes to how traffic operates at the Church Street / Cecil Road / Little Park Gardens junction (straight ahead from Cecil Road will now be permitted for general traffic)
- New signalised crossing at the junction of Church Street / Sarnesfield Road
- Relocation of the crossing point on Cecil Road which will also be upgraded to become a signalised toucan crossing.
- Implementation of a diagonal path linking the two new crossing points on Church Street / Sarnesfield Road junction and Cecil Road
- Changes to waiting and loading within the Phase 1 project area.
Construction will be delivered in a series of stages. To carry out the works in a safe and efficient manner we will need to introduce temporary traffic measures on the junctions and roads mentioned above. These measures will include signage placed over the carriageway and footway, and traffic and pedestrian diversions. This will mean that people driving motor vehicles will have to follow the signed diversion routes and people walking will occasionally walk on the carriageway or the opposite side of the road within designated zones until works are completed. Measures will also include parking restrictions that will be signed in the area. Access to nearby properties will be maintained.
As the works progress, our contractor will be writing to residents and businesses with further information about the construction plan specific to their area, but signage should also be checked as changes may occur should any unforeseen circumstances arise.
Some works will require full road closures, and diversions will be put in place. This may result in temporary night closures of sections of roads and footways, and any impact will be kept to a minimum. Impacted residents and businesses will be notified separately and signage on site will also be provided.
To enable us to carry out these works we will be using machinery and vehicles that may cause some noise. We will try to keep this to a minimum.

When will the works take place?
These works will begin Monday 1 July 2024 and will continue until completion of the works which are estimated to take approximately four months. This timeline may change due to any unforeseen circumstances that arise related to the existing site or works progressing faster than expected.
How will we manage the impact on residents and businesses?
We recognise that construction works on our streets can cause temporary disruption to those living or working nearby. Please be assured that every effort is made to minimise any unnecessary noise or foot/vehicle traffic disruption, and we have reminded all staff to be considerate to our neighbours. We apologise in advance for any inconvenience that this work may cause.

Following statutory consultation, a report that details the progression of the Enfield Town Liveable Neighbourhood Project Phase 1 has been published. This report has been approved by Cllr Rick Jewell, Cabinet Member for Transport and Waste and gives the authority to progress with the implementation of Phase 1 of the wider scheme. The project will be progressed in stages as funding becomes available, and statutory consultation will be arranged for any subsequent stages.
