School Streets

School Streets create safer environments around schools for children and the community. A ‘School Street’ is an area transformed into a pedestrian and cycling zone outside of a school. They operate from Monday to Friday during the school term only at set times for drop-off (morning) and pick-up (afternoon). Roads remain open to people walking, scooting and cycling and those who are exempt from the closure.

School Streets are either operated manually by volunteers who place a physical gate or barrier across the road at the closure times alongside designated closure points, or by an Automatic Number Plate Recognition (ANPR) camera system. Sometimes other mitigations such as one-way streets are also used to support the scheme.

A Transport for London study found that School Streets reduced nitrogen dioxide at drop off time by up to 23%, and 18% of parents reported driving to school less when their child attended a school where there was a School Street.

We continue to reach out to schools so that we can continue to expand the initiative and make it safer for young people, parents and school staff to travel to school actively by walking, cycling, scooting, or otherwise! Enfield Council is committed to extending the reach of School Streets as far as possible as part of our Journeys and Places programme. In order for schools to be considered for a School Street in the future, we require them to complete an Expression of Interest form. The form can be found below.

    As part of the School Streets Delivery Plan for FY 23/24, we are pleased to announce the successful installation of cycle and scooter parking facilities at seven schools. These facilities were installed between April and May and have since been handed over to the respective schools for ongoing use. Cycle parking at schools facilitates and encourages cycling to school, and reinforces our commitment to creating safer, more sustainable school environments. We anticipate that these new facilities will lead to a significant uptake in cycling amongst students, contributing to a healthier and more active school community.

    Cycle and scooter parking has been installed at the following schools:

    • Eversley Primary School
    • Merryhills Primary School
    • St. Georges Catholic Primary School
    • Raglan Junior Primary School
    • Firs Farm Primary School
    • Highfield Primary School
    • Alma Road Primary School

    The School Streets at Chesterfield Primary School, Prince of Wales Primary School and Latymer All Saints Primary School will be launched on Tuesday 7 May 2024! The decision to implement these School Streets was made following a statutory consultation held in December 2023 to January 2024 and they will be in operation Monday to Friday during school term times only.

    • Chesterfield Primary School Street will operate on Chesterfield Road, Monday-Friday from 8.30- 9.15am and 2.45-3.45pm.
    • Prince Of Wales Primary School Street will operate on Salisbury Road, Monday-Friday from 8.30- 9.00am and 3.00-3.30pm.
    • Latymer All Saints Primary School Street will operate on Granham Gardens and Dunholme Road to the junction with Northern Avenue from Monday-Friday 8.15- 9.15am and 2.45-3.45pm.

    School Streets create a safer and cleaner space around schools by reducing motor vehicles near the school gates and entrances. They are enforced using Automatic Number Plate Recognition (ANPR) cameras, so a Penalty Charge Notice (PCN) will be issued if a vehicle drives through the areas during the hours of operation without an appropriate exemption.

  • New School Street launched at Bowes Primary School

    The School Street at Bowes Primary School will be launched on 29 April 2024! This means that entry into Highworth Road, between Union Road and the A406, will be restricted during term times Monday to Friday 8.30am-9.15am and 3.00pm-3.45pm. The decision to implement the School Street was made following a statutory consultation held in May 2022 and a subsequent follow up with Transport for London.

    School Streets create a safer and cleaner space around schools by reducing motor vehicles near the school gates and entrances. It's enforced using Automatic Number Plate Recognition (ANPR) cameras, so a Penalty Charge Notice (PCN) will be issued if a vehicle drives through the area during the hours of operation without an appropriate exemption.

    Following the statutory consultation TG52/1552 and decision to implement School Streets at Chesterfield Primary School, Latymer All Saints Primary School and Prince of Wales Primary School, construction work is due to commence during the week of Monday 18 March 2024 at each location. These are being delivered as part of the Council’s Journeys and Places programme and takes the total number of School Streets in Enfield to 23. These School Streets are making it safer for children to get to school by walking, wheeling, scooting, cycling and other forms of active and sustainable travel.

    Following the successful implementation of 20 School Streets across the borough, Enfield Council are expanding the initiative to more schools and are proposing School Streets at the following locations:

    • Chesterfield Primary School - Chesterfield Road
    • Latymer All Saints Primary School – Granham Gardens & Dunholme Road to the junction with Northern Avenue
    • Prince Of Wales Primary School - Salisbury Road

We invite you to take part in the statutory consultation on draft traffic order TG52/1552 to share your views on the School Streets.

    • Improve air quality around the school

    Following the statutory consultation, a summary of objections and representations will be produced. Enfield Council will provide a response and use the comments received to make a decision on whether or not to implement the School Streets.

  • New School Street Launched at Delta Primary School

    The School Street at Delta Primary School has launched. This means that the Cul-De-Sac off of the Nightingale Road that accesses the school will be closed during term times Monday to Friday 8.15-9.00am and 3.00pm-3.30pm. The decision to implement the street was made following a Statutory Consultation held in July 2023.

    School Streets create a safer space around schools by reducing vehicle movements near the school gates. The school street is enforced using Automatic Number Plate Recognition (ANPR) Cameras. If a vehicle drives through the zone during hours of operation without an exemption they will be issued a PCN.

  • New School Streets at St Mary's Catholic Primary School and St James' Church of England Primary School

    Today two new School Streets have launched at St Mary's Catholic Primary School and St James' Church of England Primary School creating safer spaces for more of our children in the borough. They will be in operation Monday to Friday during term times and supported by ANPR cameras.

    St Mary's Catholic Primary School Street will operate on Durants Road, Monday- Friday 8.15-9.15am and 2.30-3.30pm.

    St James' Church of England Primary School will operate on Frederick Crescent, Monday - Friday 8.15-9.15am and 2.45-3.45pm.

  • Statutory Consultation - Highworth Road (Bowes Primary)

    In conjunction with the ongoing implementation of the School Street for Bowes Primary School, the council is proposing to add greening and access improvements around the school entrance to compliment and enhance the project.

    The proposed interventions aim to deliver the following:

    • New green areas (rain gardens) outside Bowes Primary School on Highworth Road
    • Improved and safer access to Bowes Primary School.

    The proposals feature:

    • An extension of the main entrance space and the establishment of rain gardens on each side of the Bowes Primary School main entrance on Highworth Road.
    • Implementation of a raised pedestrian crossing at the Bowes Primary School main entrance to increase the visibility and safety of people crossing the road.

    The proposal will require changes to waiting, loading and parking restrictions outside the Bowes Primary School entrance on Highworth Road.

    Following the statutory consultation, a formal report will be produced that summarises the feedback received and Enfield Council’s response. This report will inform the decision of whether to make the draft traffic order permanent and implement the modifications to Maidstone Road.     Update on the St James’ Church of England School Street and St Mary’s Catholic Primary School Street

    School Streets create safer spaces around schools by reducing the number of motor vehicles near to the school gate. The decision to introduce the School Streets at St James’ Church of England School Street and St Mary’s Catholic Primary was made following a period of statutory consultation held in May 2022.

    It was intended that these School Streets would be operated manually with gates and marshals, and both have been constructed to this design. Regrettably, it has not been possible to recruit the number of marshals required to operate the schemes safely.

    The Council along with each school remain committed to creating a safer environment for everyone by implementing the School Streets at St James’ Church of England Primary School and St Mary’s Catholic Primary School Street. Given the challenges mentioned above, it has been decided to enforce these School Streets using Automatic Number Plate Recognition (ANPR) cameras. It was always the intention that ANPR cameras would be used in the future. Please note that this is not a change to the traffic order, zone of operation or times of operation for each School Street, but the method in which the Council enforces the timed closure.

    Some more works will be required to install the ANPR cameras. Residents have been informed of this change, and will receive further information regarding the upcoming works and when the cameras will become operational. Residents have also been notified about exemptions and how to apply if they are eligible. Dial-a-ride and emergency services vehicles will be able to access the School Street zone at all times.
